The Rustenburg Local Municipality (RLM) in the North West Province has issued an open Request for Bid (Tender Number: RLM/DCD/0019/2025/26) for the appointment of one or more service providers—capped at three—for the repair and maintenance of all windows across municipal facilities over a three-year period. This tender represents a significant opportunity for qualified contractors to support the municipality’s infrastructure sustainability goals while contributing to local economic development.
Bidders must meet stringent eligibility, compliance, and technical criteria to be considered. The submission deadline is Wednesday, 28 January 2026, at 08:30, and proposals must be delivered to Missionary Mpheni House, Beyers Naude Drive, Rustenburg. Late or incomplete submissions will be automatically disqualified.
Tender Overview and Scope of Work
The core objective of this tender is to ensure the ongoing safety, functionality, and aesthetic integrity of all windows in RLM-owned buildings. The scope includes the repair, servicing, replacement, and routine maintenance of a wide variety of window systems—ranging from traditional steel and timber frames to modern aluminium casements, sliding doors, shopfronts, and automated roller shutters. A detailed Bill of Quantities (BoQ) outlines over 200 specific line items, covering everything from glazing and blinds to burglar bars and ironmongery.
Notably, the project is classified as labour-intensive, requiring the successful bidder(s) to prioritize the employment of unskilled and semi-skilled workers from local Rustenburg communities. All pricing must be inclusive of labour, materials, transportation, and a 10% contingency, with costs subject to annual escalation based on the Consumer Price Index (CPI).
Key Submission Requirements and Deadlines
Bidders must submit both a hard copy and an electronic version on a clearly labeled USB drive. All documentation must be completed exclusively in black ink, and no pages may be removed or altered using correction fluid. Electronic or digital signatures are explicitly prohibited.
Mandatory submissions include:
- Proof of payment (R500 non-refundable document fee) with correct reference
- Valid CIDB registration (Grade 2GB/2SG or higher)
- Central Supplier Database (CSD) registration (verified at least 7 days before closing)
- Municipal rates and taxes clearance for both the company and all directors
- Certified copies of company registration, tax compliance (TCS PIN or CSD number), and financial statements (if procurement exceeds R10 million)
Joint ventures must provide a notarized agreement specifying the lead partner, profit-sharing structure, and operational address.
Preferential Procurement and Scoring Criteria
Evaluation follows the 80/20 Preferential Procurement Point System, as prescribed by the Preferential Procurement Policy Framework Act (PPPFA) of 2000 and the 2022 Regulations:
- 80 points are allocated based on price competitiveness, calculated using the formula:
Ps = 80 × (1 – (Pt – Pmin) / Pmin) - 20 points are awarded for “specific goals,” verified via the bidder’s CSD report:
- 5 points: Registered within Rustenburg jurisdiction
- 4 points: Rural or township-based business
- 5 points: Youth-owned enterprise
- 2 points: Women-owned
- 2 points: Black-owned
- 2 points: Owned by persons with disabilities
Failure to submit the MBD 6.1 Preference Claim Form will result in forfeiture of these 20 points—but not automatic disqualification.
Mandatory Compliance Documentation
RLM requires strict adherence to a suite of statutory declarations. An “Unacceptable Bid” will be rejected outright if it omits or incorrectly completes any of the following:
- MBD 4: Declaration of Interest (separate forms for each director in JV)
- MBD 5: Declaration for Procurement above R10 million (if applicable)
- MBD 8: Declaration of Abuse of Supply Chain Management
- MBD 9: Certificate of Independent Bid Determination (anti-collusion)
- Signatory Resolution Form (proving board authorization)
- CIDB Enterprise Questionnaire
Bidders must also confirm they are not listed on the National Treasury’s Database of Restricted Suppliers or the Register for Tender Defaulters.
CIDB and Municipal Compliance Conditions
All bidders must hold a valid CIDB grading of 2GB/2SG or higher. For joint ventures, the lead partner must meet this threshold, and the combined grading must be sufficient for the tender value. CIDB registration will be verified directly by the municipality.
Additionally, companies (and their directors) must not owe municipal rates and taxes for more than 90 days at the time of bid closure—this is a non-negotiable condition for contracts under R10 million. The municipality will conduct full verification of all supporting documents, including tax compliance via the CSD system.
