The Electoral Commission of South Africa (IEC) has issued an open tender (IEC/FS-03/2026) for the supply, delivery, and installation of office furniture for its Free State Provincial operations. This strategic procurement initiative aims to furnish the provincial office with high-quality, compliant, and durable office furniture, ensuring a functional and professional working environment that supports the Commission’s mandate of managing free and fair elections.
Scope of Supply and Installation
The successful service provider will be responsible for the end-to-end provisioning of the required furniture. Key deliverables include:
- Sourcing and supplying office furniture that strictly meets the SABS-approved technical specifications outlined in the tender document.
- Safe and timely delivery of all items to the designated Free State Provincial Office.
- Professional assembly and installation of all furniture at the specified location.
- Removal of all packaging materials and ensuring the site is left clean and operational upon completion.
Mandatory Compliance Requirements
To be considered responsive, bidders must submit a comprehensive and fully compliant documentation package. Essential submissions include:
- A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
- A current SARS Tax Compliance Status PIN.
- A valid B-BBEE certificate or sworn affidavit.
- Completed Local Content Declaration Templates (Annexures C, D, and E) as per the Department of Trade, Industry and Competition (dtic) guidelines.
- Proof of authorization from the dtic if there is a need to import any raw materials or inputs, ensuring adherence to the stipulated local production and content thresholds.
Non-Compulsory Briefing Session
While not mandatory, a briefing session is highly recommended for prospective bidders to gain a deeper understanding of the project scope, technical specifications, and local content requirements. The session is scheduled for Friday, 13 November 2026, at 11:00. It will be held at 50 Monument Road, Uitsig, Bloemfontein, 9300.
Evaluation Criteria
Proposals will undergo a rigorous multi-stage evaluation process. Stage One involves a strict assessment of bid compliance, bidder disclosures, and mandatory documentation. Bids failing to meet any mandatory criterion, including local content declarations, will be disqualified immediately. Qualifying bids will proceed to Stage Two, where they will be evaluated on technical specifications, functionality, and price competitiveness in accordance with the IEC’s Supply Chain Management and Preferential Procurement policies.
