Scope of Work
The successful bidder will supply and deliver one new 10,000L sewage extraction vacuum truck. Key requirements include:
- Heavy-duty 4×2 rigid truck with right-hand drive and day cab.
- Approximately 10,500-litre gross tank capacity with 10,000 litres usable sewage capacity.
- Vacuum pump with minimum 600 m³/h air displacement and 93% vacuum capability.
- Lockable fuel cap, battery boxes, and tool compartments.
- Training to be provided within two weeks of delivery.
- Vehicle must be delivered with a full tank of fuel and all road-related fees included.
- Registered prior to delivery with registration documents handed over on delivery day.
- White in colour and branded with Sundays River Valley Municipality and Sarah Baartman District Municipality logos.
- Warranty: Chassis per manufacturer standard, tank and subframe minimum 3 years, vacuum pump and hydraulic equipment minimum 2 years.
Mandatory Documents Required
Bidders must submit several mandatory documents, including:
- Company registration (CK) documents and certified ID copies of directors or owners.
- Fully completed and accurate MBD forms 4, 6.1, 8, and 9.
- Bidder’s municipal statement of account covering three months or a valid lease agreement or affidavit.
- Directors’ municipal statements of account covering three months.
- Valid B-BBEE Status Level Verification Certificate or sworn affidavit.
- Proof of address of office dealing with the project (lease agreement or municipal account).
- Registration on the Central Supplier Database (CSD).
- Brochures of the vehicle offered.
Evaluation Criteria
The 80/20 preference points system will apply, with 80 points allocated for price, 10 points for locality, and 10 points for B-BBEE status level of contribution. Locality points are awarded as follows: within Sarah Baartman District Municipality (10 points), within Eastern Cape (8 points), within South Africa (5 points), and outside South Africa (1 point). The contract will be awarded to the bidder scoring the highest total points.
