Centurion, Gauteng – The Road Accident Fund (RAF) has issued an open tender (RAF/2026/00062) for the provision of cleaning services at all its offices nationwide for a period of five (5) years. This substantial procurement aims to maintain hygienic, safe, and professional environments across the RAF’s national footprint.
Project Scope and Service Requirements
The successful bidder will provide comprehensive cleaning services across 14 RAF offices, including:
- Daily office cleaning, including consumables, equipment, and labour
- Occasional ad-hoc cleaning services against separate purchase orders
- Installation, maintenance, and servicing of all cleaning equipment
- Provision of SABS-approved cleaning materials and consumables
- Fumigation and pest control services (with valid Pest Control Operator Certificate)
- Specialised cleaning for server rooms, hub rooms, and deep carpet cleaning
The contract covers head office (Eco Glades Block A, C, and F), regional offices (Johannesburg, Pretoria, Cape Town, Durban, East London, Bloemfontein), and customer service centres (Kimberly, Polokwane, Mafikeng, Tzaneen, Nelspruit, Port Elizabeth).
Mandatory Requirements
Bidders must meet strict mandatory criteria or face disqualification:
- Valid COIDA letter of good standing from the Compensation Commissioner
- Public liability insurance of R10 million (policy schedule or letter of intent from broker)
- Proof of registration with the Unemployment Insurance Fund
- Letter of intent from a sanitary waste removal company or proof of accreditation
No Briefing Session
There will be no briefing session for this tender. All enquiries must be submitted in writing to cleaningservices@raf.co.za by 6 October 2026. Questions and answers will be published on 13 October 2026.
Submission Details
Sealed bids must be deposited in the tender box at the Road Accident Fund, Eco Glades 2 Office Park, 420 Witch-Hazel Avenue, Centurion, 0046, before 11:00 on Thursday, 29 October 2026. Faxed or emailed proposals will not be accepted. Bids must remain valid for 120 days.
Evaluation Criteria
The evaluation follows a four-phase process:
- Phase 1: Initial screening
- Phase 2: Mandatory requirements
- Phase 3: Technical/functional evaluation (minimum 60/100 threshold)
- Phase 4: Price and specific goals (80/20 or 90/10 preference point system)
Technical criteria include company track record (minimum three reference letters), supervisor experience (Matric plus 3 years), and cleaner experience (minimum 2 years). Specific goals include 51% black ownership, 51% women ownership, and 51% disability ownership.

Special Conditions
All cleaning staff must be vetted by RAF Security Vetting Department. The service provider must comply with the Basic Conditions of Employment Act and Occupational Health and Safety Act. No upfront payments will be made.
