Thohoyandou, Limpopo – Vhembe District Municipality has issued an open tender (VDM/CORP/08/06/2026/01) to establish a panel of accredited Skills Development Providers for a period of 36 months. This strategic initiative aims to enhance institutional performance through targeted training interventions across all municipal directorates.
Project Purpose and Scope
The municipality recognizes that quality performance results from applying available capacities. The successful panel will provide training services to all officials and councillors as needed, aligned with the Workplace Skills Plan (WSP), including skills audits across:
- Corporate Services
- Budget and Treasury
- Office of the Municipal Manager
- Technical Services
- Community Services
- Local Economic Development
Training providers must indicate their SETA accreditation, unit standard numbers, and NQF levels for each course offered.
Eligibility and Accreditation Requirements
Service providers must meet stringent criteria:
- Accreditation with relevant SETAs including LGSETA, CETA, MICT SETA, SERVICES SETA, and ETDP SETA
- MFMA course providers must be registered with National Treasury on Competency Levels
- Minimum of four reference letters from satisfied previous clients on client letterheads
- Proven track record in municipal environment training
- CVs of facilitators showing at least three years’ experience in similar projects
- Accreditation certificates and SETA letters specifying areas of accreditation
Compulsory Briefing Session

Submission Details
Sealed bids must be deposited in the bid box at the Old Parliament Building, next to the entrance of Vhembe District Municipality, Denga Mphigalale Street, Thohoyandou, 0950, before 12:00 on Tuesday, 3 November 2026. Late bids will not be accepted.

Evaluation Criteria
The 80/20 preference point system applies, with 80 points for price and 20 points for specific goals. Stage 1 functionality evaluation carries 100 points, with bidders needing 75 points minimum to proceed. Points are allocated for company experience and references (40 points), training practitioners (30 points), and methodology and approach (30 points).
Specific goals allocation includes 10 points for HDI, 4 points for locality, 2 points for youth, 2 points for women, and 2 points for disability. Locality points are awarded as follows: 4 points within the district, 2 points within Limpopo Province, and 1 point within South Africa.
