The National Empowerment Fund (NEF) invites experienced accounting and business support firms to submit proposals for appointment to its Back Office Support Services Panel. This Request for Proposal (RFP 11/2026/2027) offers a four-year panel appointment to serve the NEF’s existing investee clients.
Tender Overview and Panel Duration
The NEF, an agency of the Department of Trade, Industry and Competition, wishes to establish a Business Specialists (Back Office Support) panel for Investees Management Accounts. The panel will serve as the primary database for the NEF’s existing clients. Appointments are subject to a contract period of four years (48 months).
Scope of Back Office Services
The appointed service providers will deliver support services including:
- Preparation of management accounts
- Audit services
- Secretarial functions
- Full accounting function (tax and payroll compliance)
- Preparation of Annual Financial Statements (AFS)
Eligibility and Submission Requirements
Bidders must submit:
- Minimum two references with contact details
- Copies of qualifications, IDs, and CVs of involved personnel
- Names and details of senior management
- Employment equity details at operational level
- Percentage of Black ownership, Black women ownership, and youth ownership
- Valid Tax Status PIN
- CSD registration
- B-BBEE certificate or sworn affidavit
- Proof of registration with an accredited accounting body
- Proof of accredited web-based accounting solution
Functionality Evaluation Criteria
Bidders must achieve a minimum of 70 points in the technical assessment. Criteria include:
- Regional presence across provinces (10 points)
- Accredited web-based accounting solution (25 points)
- Knowledge and experience on SMME IFRS (20 points)
- Experience in preparation and analysis of management accounts and AFS (20 points)
- Registration with an accredited accounting body (25 points)
Preference Points and Pricing
Qualifying bidders proceed to the 80/20 preference point system:
- Price: 80 points
- Specific Goals: 20 points (Black ownership, Black women ownership, designated groups, SMME promotion, and youth ownership)
