The National Empowerment Fund (NEF) invites experienced mentors and consultants to submit proposals for appointment to its Mentorship and Consulting Services Panel. This Request for Proposal (RFP 10/2026/2027) offers a four-year panel appointment with an option to extend for a further 12 months.
Tender Overview and Panel Duration
The NEF, an agency of the Department of Trade, Industry and Competition, requires mentors throughout South Africa to support its development finance mandate. The panel will be diversified both per sector and regionally, improving efficiencies and cost-effectiveness by placing mentors near investees in their regions.
Specialised Mentorship Categories
Mentorship is required across 14 categories:
- Engineering Consulting Services
- Market Access for Manufacturing Clients
- Fuel Station Specialists
- Food and Franchise Specialists
- Project Management
- Agriculture (All Sub-Sectors)
- Freight and Logistics (Transport)
- Manufacturing
- Information Technology
- Textile (Clothing, Leather, Footwear)
- Media and Motion Pictures
- Hotel Management Services/Hospitality
- Valuation of Assets
- Professional Consulting Services
Eligibility and Submission Requirements
Bidders must submit:
- Minimum two references with contact details
- Copies of qualifications, IDs, and CVs of involved personnel
- Names and details of senior management
- Employment equity details at operational level
- Percentage of Black ownership, Black women ownership, and youth ownership
- Valid Tax Status PIN
- CSD registration
- B-BBEE certificate or sworn affidavit
Three-Phase Evaluation Process
Phase 1: Technical (70 points)
Minimum 49 points required. Criteria include sector-specific knowledge (10 points), years of mentoring experience (20 points), and successful completed mentorship projects (40 points).
Phase 2: Presentation (30 points)
Minimum 21 points required. Bidders must present a case study in their specialisation (15 points), problem-solving solutions (10 points), and demonstrate time management and coaching abilities (5 points).
Phase 3: 80/20 Preference Point System
Price (80 points) and specific goals (20 points) for Black ownership, Black women ownership, designated groups, SMME promotion, and youth ownership.
