    Elias Motsoaledi Municipality Tender: Precast Palisade Fencing

    Elias Motsoaledi Local Municipality invites suitably qualified and experienced service providers to submit tenders for the supply and erect of 400 metres of precast concrete palisade fencing at Groblersdal Cemetery. The project is a once-off contract.

    Elias Motsoaledi Municipality Seeks Fencing Contractor

    The project forms part of the municipality’s 2026/27 financial year capital projects. The successful bidder will be required to apply innovations on maximizing labour-intensive methods without compromising quality standards.

    Scope of Work and Specifications

    The successful contractor will be responsible for:

    • Site clearance (400m x 2m)
    • Supply, delivery and installation of 25MPa concrete palisade fence for 400 metres at 2.4m height
    • Steel palisade gate (6m width x 1.8m height)
    • Compliance with SANS/SABS standards for concrete palisade
    • Adherence to all Occupational Health and Safety Act requirements

    Mandatory Requirements for Bidders

    Bidders must submit the following compulsory documents:

    • Fully completed and signed MBD forms (1, 4, 6.1, 8 and 9)
    • Central Supplier Database (CSD) registration full report (not summary)
    • Valid CIPC registration certificate
    • Valid CIPC Abridged Certificate for Annual Returns
    • Company profile with client details, services provided and award amounts
    • CIDB grade 2SQ or higher
    • Original certified copies of directors’ identity documents not older than 6 months
    • Letter of good standing from COIDA
    • Proof of municipal rates and taxes for company and all directors not in arrears for more than 90 days
    • Joint Venture agreement if applicable

    Functional Evaluation Criteria and Scoring

    Bidders will be evaluated on functionality with a minimum qualifying score of 70 points out of 100. The criteria include:

    • Company experience with completed fencing projects (60 points)
    • Project management team including Project Manager, Foreman and Safety Officer with relevant qualifications (30 points)
    • Occupational Health and Safety with signed SHE policy (10 points)

    Price and Preference Point Evaluation

    The 80/20 preference point system will apply, with 80 points allocated for price and 20 points for specific goals. Preference points will be awarded for local area of supplier (10 points) and companies at least 51% owned by Black people (10 points).

    How to Submit Your Bid

    Submit your completed tender document in a sealed envelope marked with the tender number and description to the Tender Box No. 03 at the Elias Motsoaledi Local Municipality Main Offices, 2nd Grober Avenue, Groblersdal, before 02 October 2026 at 11:00. Late bids will not be accepted.
