The Mossel Bay Municipality has issued an open Request for Bid (TDR24/2026/2027) for the appointment of service providers for the hiring, installation, servicing, supply, and cleansing of underground refuse bins. This strategic three-year contract, running from 1 July 2027 to 30 June 2030, aims to enhance waste management infrastructure and maintain environmental hygiene across the municipal area.
Scope of Services
The appointed service provider will manage underground refuse bins (moloks or similar approved) with capacities of 5000, 3000, and 1500 litres. Key responsibilities include:
- Hiring and Installation: Provide and install underground bins within 7 days of notification
- Servicing: Empty and clean bins within 24 hours of notification
- Collection: Remove waste within 24 hours of notification
- Waste Disposal: Transport and dispose of collected waste at the PetroSA Waste Disposal Facility
- Documentation: Maintain service records and provide movement reports of collection vehicles

Mandatory Equipment Requirements
Bidders must own or have access to suitable vehicles equipped with:
- Refuse compactor (minimum 8-ton capacity)
- Crane (minimum 3-ton capacity) fitted to the compactor unit
- Vehicle tracking system
Proof of vehicle ownership or lease agreements, photographs, and tracker reports must be submitted with the bid documentation. All vehicles must be available for inspection.
Evaluation Criteria
Responsive bids will be evaluated using the 80/20 or 90/10 Preference Points System. A maximum of 20 or 10 points will be allocated for specific goals, with 50% based on the bidder’s B-BBEE scorecard and the remaining 50% awarded for the bidder’s locality within the Mossel Bay municipal area, Garden Route District, or broader Western Cape.
Submission Requirements
Bidders must submit a detailed product brochure or information pamphlet alongside their proposal. All completed tender documents must be placed in a sealed envelope, clearly marked with the tender number and description, and deposited in the tender box at the Mossel Bay Town Hall, 101 Marsh Street, by the strict closing deadline. Late, faxed, or emailed submissions will not be accepted.
