The Department of Defence (DOD) has issued open tender CPSC/B/176/2026 for the outsourcing of a service provider to supply and deliver 10,000 individual insect nets (cot type) for the South African Army Headquarters. This strategic procurement aims to ensure the health, safety, and operational readiness of military personnel stationed in the Free State.
Scope of Works and Specifications
The successful bidder will supply 10,000 mosquito nets that meet the detailed technical specification (Document Number: 05181-100-137). Key requirements include:
- Warp-knitted mesh fabric, heat-set and impregnated with permethrin insecticide
- 100% polyester composition with a minimum mass per area of 30 g/m²
- Dark green colour with specific dimensional and colourfastness standards
- Full body with four side panels, top panel, and bottom flounce
- Two collapsible fibre glass spreaders (8mm diameter, 770mm length)
- Storage bag with drawcord and drawcord lock
- Compliance with SANS standards (79, 70, 105-A02, 105-C10, 105-B02, CKS 129, 432, 960, 1362, 1309, 5100, 5275, 5385, 5726, 6130, 7211-1, 13938-1, 10011, 10235)
Mandatory Requirements: Two-Envelope System and Vetting
Bidders must strictly comply with the following:
- Submit two separate sealed envelopes clearly marked “PRICE PROPOSAL” (containing SBD 3) and “TECHNICAL PROPOSAL” (containing all other documents)
- Complete all SBD documents (1, 3, 4, 6.1) in full
- Submit a valid CSD full report with director details and banking information
- Complete the security vetting form and sub-contractor compliance certificates
- Provide a full colour catalogue/technical data sheet showing the mosquito net specification
- Submit a written confirmation of compliance with SANS and the scope of work
Evaluation Criteria: Functionality, Price, and Specific Goals
The evaluation follows a four-phase process:
- Phase 1: Mandatory requirements compliance
- Phase 2: Functionality (10 points) – Bidders must achieve 100% (10 points) on adherence to specification to proceed
- Phase 3: Price evaluation (80/20 principle)
- Phase 4: Specific goal allocation points (SBD 6.1) – Points for Black Women Military Veterans, Black Youth, Black Male Military Veterans, People with Disability, and other categories
Strict Physical Submission Protocols
Completed bid documents must be placed in a sealed envelope and clearly marked with the bid number. Submissions must be hand-delivered to the bid receipt office or deposited in the official bid box at the Main Entrance Security Office of the Central Procurement Service Centre, Eco-Origin Office Park, Block E, 349 Witch Hazel Avenue, Eco Park, Centurion.
