The South African Post Office (SAPO) has issued a Request for Quotation for the construction of a new palisade fence at its Westonaria branch. This forms part of the entity’s ongoing efforts to secure its infrastructure network across the country.
Tender Scope and Specifications
The appointed contractor will be responsible for constructing a new palisade fence at the Westonaria Post Office located on Edwards Drive. The scope of work includes:
- Installation of 3mm thickness, 3m x 1.8m high welded galvanised steel palisade panels
- Use of 50mm x 50mm x 3mm angle iron for horizontal rails and 38mm x 38mm x 3mm pales
- 76mm x 76mm x 3mm posts including a gate with pedal lock and key
- Excavation of 35 holes not exceeding 0.5m deep for palisade poles
- Casting of 10MPA concrete in holes for palisade posts
- Painting of the palisade fence in blue
- Provision of a detailed safety file in accordance with the Occupational Health and Safety Act
Mandatory CIDB Registration
Bidders must be registered with the Construction Industry Development Board (CIDB) and hold a minimum SQ grading, which covers steel security fencing or precast concrete work. The certificate must be valid on the closing date, and SAPO will verify this on the CIDB website.
Compulsory Briefing Session
A compulsory site briefing session is scheduled for:
- Date: Wednesday, 02 September 2026
- Time: 10:00
- Venue: Westonaria Post Office, Edwards Drive, Westonaria
Attendance is mandatory; failure to attend will result in disqualification.
Essential Documentation
Bidders must submit the following documents:
- Completed SBD 1 and SBD 4 forms
- Completed BOQ/Pricing Schedule
- CIDB Certificate (SQ grade or higher) or valid CRS Number
- Letter of Good Standing under COIDA (Compensation for Occupational Injuries and Diseases Act)
- Completed Annexure BC confirming compliance with specifications
- Latest CSD Report or MAAA number
- Completed Confidentiality and Non-Disclosure Agreement
- Certificate of Acquaintance with Bid Documents
Evaluation Criteria
The bid will be evaluated in phases:
- Phase 0: Compulsory site visit attendance
- Phase 1: Gatekeeping Criteria (Pricing Schedule and CIDB Certificate)
- Phase 2: Bid Conditions (all documentation verified)
- Phase 3: Commercial evaluation using the 80/20 preference point system
Specific Goals and Preference Points
The 20 points for specific goals will be allocated as follows:
- 10 points: Company ≥51% Black owned
- 5 points: Company ≥51% Youth owned
- 3 points: Company ≥51% Women owned
- 2 points: Company ≥1% owned by disabled person(s)
Valid BBBEE certificates or sworn affidavits (for EMEs and QSEs) must be submitted to claim these points. Expired certificates will not be accepted.
