The Department of Sport, Arts and Culture (DSAC) has published an open tender (DSAC 03/26-27) inviting experienced events management companies to join a panel for a period of thirty-six months . This omnibus arrangement will enable the Department to efficiently source services for its numerous events and activities.
Tender Overview and Key Dates
This Request for Bid, published on 21 August 2026, seeks to appoint a group of companies to provide comprehensive events management services. Bids close on 18 September 2026 at 11:00. A non-compulsory virtual briefing session will be held on 28 August 2026 at 10:00. Bidders must submit one original hard copy and one electronic copy (USB) .
Scope of Services
The successful panel members will manage a wide range of departmental events, including Indigenous Games Festival, National School Sports Championships, Marathons, Nelson Mandela Series, Big Walk, National Recreation Day, International and National Arts and Culture Festivals, Sports Events, Workshops, Conferences, Seminars, Awards ceremonies, and National Commemorative Days . Services required encompass:
- Logistical arrangements (sound, staging, tents, PA systems, generators, security, medical services)
- Cultural programme management (artistic direction, artist liaison, contracts, payments)
- Catering (VIP, public, and refreshment services)
- Media, marketing, and branding (communication strategies, media buying, digital marketing, content production)
- Interpreting, transcription, and translation services
- Transport, mobilisation, and tour operator services
- Invitations, accreditation, and RSVP management
Evaluation Criteria
Bids will undergo a two-stage evaluation. Stage 1 verifies compliance with bid requirements. Stage 2 evaluates functionality out of 100 points, with a minimum threshold of 70 points . The evaluation criteria include:
- Knowledge, experience, and track record (20 points)
- Understanding of DSAC objectives and task directive (30 points)
- Relevance and quality of the proposal and project plan (20 points)
- Logical layout of the budget document and cost-effectiveness (15 points)
- Capacity to deliver in terms of experience and resources (15 points)
Compulsory Documentation
Bidders must submit a comprehensive package including:
- Company profile
- CSD registration report
- Valid SARS Tax Compliance Status
- B-BBEE certificate or sworn affidavit
- Company Resolution or Letter of Authority
- Certified ID copies of all Directors
- Shareholder certificates and ID documents of all shareholders
- Reference letters indicating experience with similar projects

Panel Appointment Process
Once appointed, DSAC will source quotations from the panel on a rotation basis, promoting ongoing competition . The Department may focus on companies based in certain provinces to promote locality or on specific groups (women, youth, disability-owned enterprises). Appointed companies must have a cash flow guarantee of at least R5 million, as DSAC cannot make advance payments .
