The Land and Agricultural Development Bank of South Africa (Land Bank) has published a Request for Quotation (RFQ) inviting experienced catering service providers to manage food services at its new Head Office premises at 148 Kelvin Drive, Woodmead.
Tender Overview and Key Dates
This RFQ, issued on 20 August 2026, seeks a professional catering partner to operate the staff canteen on a concession basis. Bids close on 27 August 2026 at 14:00 . A non-compulsory site visit is available on 24 and 25 August 2026 between 09:00 and 15:00 . Bidders should note the short turnaround time for this opportunity.
Operational Model and Staff Complement
The canteen will serve approximately 260 staff members initially, increasing to about 360 from April 2027 onward . The 227m² canteen has serving counters and refrigeration but no cooking facilities, meaning all food must be prepared off-site and delivered hygienically.
Scope of Services
The appointed vendor will provide a range of services including:
- Freshly brewed coffee, tea, and cold beverages
- Breakfast items, sandwiches, wraps, salads, and hot meals
- Healthy snacks, pastries, and baked goods
- Vegetarian, vegan, and dietary-sensitive options
- Ad hoc catering for meetings (EXCO, Board, and committees) that may be held early morning or after hours
Service Level Requirements
The successful bidder must maintain:
- 100% food temperature compliance
- Maximum 10-minute customer waiting time
- Minimum 80% menu item availability
- Minimum 90% hygiene inspection scores
- Minimum 80% customer satisfaction
- 100% on-time delivery for meeting catering
Evaluation Criteria
Bids will be evaluated in two stages scoring a maximum of 100 points :
- Technical Functionality (50 points): Testimonial letters, menu offering, and service implementation plan
- Presentation/Food Tasting (30 points): Site inspection covering kitchen cleanliness, food storage, equipment, and PPE use
- Pricing (20 points): Based on a basket of beverages and food items

Mandatory Requirements
Bidders must submit a completed RFQ document, company profile showing corporate catering experience, proof of an existing off-site kitchen facility, and food safety certification . Additional documents include a valid SARS Tax Compliance Status Pin, CSD registration, and a completed SBD 4 disclosure form .
