The National Treasury has issued open tender NT011-2026 for the appointment of a service provider to supply reputable refreshments and kitchen cleaning materials for a period of three years. This strategic procurement aims to ensure consistent, high-quality catering support across all National Treasury sites, including Pretoria, Centurion, and Cape Town.
Scope of Works and Deliverables
The successful bidder will supply a wide range of refreshments and kitchen cleaning materials to National Treasury sites in Pretoria and Cape Town, including Riverwalk Office Park, the 40 Church Street Building, SITA Offices in Centurion, and the Parliamentary Offices in Cape Town. The scope includes:
- Teas: Five Roses, Freshpack Rooibos, Twinnings varieties
- Coffees: House Of Coffees, Jacobs Kronung, Nescafe, Ricoffy, Nespresso capsules
- Milk: Longlife full cream, low fat, and fat free
- Soft drinks: Coca-Cola, Fanta, Sprite, Stoney, Liquifruit juices, Appletizer, Grapetizer
- Still and sparkling water: Oasis, Valpre, Designer Alkaline Water
- Sugar, sweets, and sweeteners: Selati white and brown sugar, Canderel, honey
- Dried fruits and nuts: Mango, pear, prunes, almonds, cashews, macadamia nuts
- Biscuits: Bakers assortment, Ginger Nuts, Tennis, Shortbread
- Salad dressings: Knorr varieties
- Paper products: Serviettes, doilies
- Plastic products: Clingwrap, foam cups, plastic teaspoons
- Dishwashing and cleaning: Sunlight liquid, Jik, Handy Andy, Sta-Soft, Omo powder, Vanish
- Pest control and air fresheners: DOOM spray, Airoma potpourri
Mandatory Requirements and Documentation
Bidders must submit the following documents with their bids:
- Minimum of 5 reference letters for delivering similar services (within the past 7 years)
- Proof of vehicle ownership (logbook) or a letter of intent for outsourced transport
- Full CSD report (not a summary)
- CIPC registration documents
- Valid Tax Clearance Certificate or SARS PIN
- SBD 1 – Invitation to Bid
- SBD 4 – Bidder’s Disclosure
- SBD 6.1 – Preference Points Claim Form
- Signed teaming agreement (if applicable for Joint Ventures, Consortiums, or Partnerships)
- Consolidated CSD report (for Joint Ventures)

Mandatory Compliance and Evaluation
Proposals will be evaluated using the 80/20 Preferential Procurement Policy Framework. Bidders must provide a valid Central Supplier Database (CSD) registration, a current Tax Compliance Status PIN, and a valid B-BBEE certificate or sworn affidavit. Non-submission of the mandatory pricing schedule will automatically invalidate the bid.

In strict alignment with National Treasury directives, all bid responses must be submitted exclusively online via the e-Tender Publication Portal. Manual or hardcopy bids are not acceptable under any circumstances.
