The Passenger Rail Agency of South Africa (PRASA) has issued Request for Quotation ECR/F/11/07/2026 for the appointment of a service provider to supply, deliver, and install four guard rooms along with essential furniture. This targeted procurement aims to enhance security infrastructure and operational readiness across PRASA’s facilities in the Eastern Cape region.
Scope of Works and Deliverables
The scope includes four guard rooms (two in KuGompo City corridors and two in Gqeberha corridors). Each unit measures 3.5m x 2.5m x 2.8m and includes:
- Steel security door and sliding aluminum windows with burglar bars and blinds
- 75x75x3mm mild steel frame with Chromadek/IBR cladding and polystyrene insulation
- Non-slip epoxy floor finish, ventilation louvers, and safety features
- Electrical installation including lighting, power points, and air conditioning provision
- Furniture: 4 desks, 8 chairs, 4 steel filing cabinets
- Appliances: 4 bar fridges, 4 microwaves, 4 air conditioners (9,000 BTU)
- Fire extinguishers and security cages for air conditioners
Installation includes a 4m x 4m reinforced concrete slab with anchor points for stability.
Mandatory Requirements and Submission Documents
Bidders must submit the following mandatory documents:
- Completed Pricing Schedule/BOQ
- Signed submission register at SCM Offices
- Proof of company registration (Certificate of Incorporation/CK1/CK2)
- Copies of directors’ ID documents
- Valid Tax Clearance Certificate and SARS PIN
- CSD supplier registration number
- Proof of bank account
- Valid Letter of Good Standing (COID)
Evaluation Criteria: Price and Specific Goals
The bid will be evaluated using the 80/20 preference point system, with 80 points for price and 20 points for specific goals. Points are allocated for:
- 51% Black Women Owned: 4 points
- 51% Black Youth Owned: 4 points
- EME 51% Black Women Owned: 4 points
- 51% Black Owned: 4 points
- Owned by Black People with Disability: 4 points
Strict Physical Submission Protocols
In strict alignment with PRASA’s procurement policies, electronic submissions will not be considered under any circumstances. Bid response documents must be hand-delivered and deposited directly into the official bid box at the PRASA Regional Office. Furthermore, bidders are required to physically sign the submission register at the SCM offices located in the face brick building.
