The Eastern Cape Development Corporation (ECDC) has issued open tender ECDC/ELN/424/082026 for the provision of comprehensive cleaning and gardening services across various ECDC office and commercial premises for a period of three years. This strategic procurement targets competent facility management enterprises to maintain high standards of hygiene and operational readiness across the province.
Scope of Works and Services
The services are divided into two clusters:
- Cluster 1 (East London Region): Mdantsane Mall (4 cleaners), Zwelitsha Complex (1 cleaner), ECDC Head Office KuGompo (6 cleaners), Invest SA One Stop Shop (2 cleaners), and ECDC Craft Shop (1 cleaner, 4 hours per day, 3 days a week).
- Cluster 2 (Mthatha Region): Mthatha Regional Office (2 cleaners) and Komani Regional Office (1 cleaner).
Services include daily cleaning, deep cleaning, window cleaning (including above 2m), gardening, and refuse removal. All cleaning materials must be SABS approved.
Compulsory Briefing Sessions
Attendance at a pre-bid clarification meeting is strictly mandatory. Bidders must attend at least one of the two designated venues and sign the official register to avoid automatic disqualification.
- Venue 1: ECDC Mthatha Regional Offices, 7 Sisson Street, Fort Gale, Mthatha (07 September 2026, 10:00–11:00 or 12:00–14:00)
- Venue 2: ECDC Head Office, Ocean Terrace Park, Moore Street, Quigney, kuGompo City (08 September 2026, 10:00–11:00 or 12:00–14:00)

Mandatory Compliance and Evaluation
Proposals will be evaluated using the 80/20 Preferential Procurement Policy Framework. Specific goal points are allocated for Eastern Cape-based suppliers (5 points), 51%+ black-owned enterprises (10 points), 51%+ women-owned enterprises (3 points), and 51%+ youth-owned enterprises (2 points). Bids must remain valid for 120 days.

Strict Submission Protocols
Sealed bid documents must be clearly endorsed with the bid number and description, and deposited in the official tender box at the ECDC Head Office in kuGompo City. Late, faxed, or emailed submissions will not be accepted.
