The Mpumalanga Department of Co-operative Governance, Human Settlements, and Traditional Affairs (COGHSTA) has issued open tender COGHSTA/037/26/MP for the appointment of a panel of service providers to supply and deliver disaster relief materials for a period of three years.
Scope of Work: Comprehensive Disaster Relief Materials and Services
The province faces recurrent natural and human-induced hazards, including severe droughts, flooding, and veld fires. The successful service providers will supply a wide range of disaster relief materials on an as-and-when-required basis. The scope includes:
- Temporary houses (25m²) and PVC tents (5x5m, 10x5m)
- Polyweave tarpaulins and water purification sachets
- Ablution facilities and sanitation treatment solutions
- Gel stoves, foam mattresses, and blankets
- Water storage tanks (2,500L to 10,000L) and steel stands
- Animal fodder and social distress food parcels
- Water delivery via tankers and general transport services
- Equipment hire (graders, TLBs, tippers, dozers)
- Sanitizers, PPE, fumigation, and borehole services
Compulsory Briefing Session
Attendance at the pre-bid clarification meeting is strictly mandatory. Bidders who fail to attend and sign the official register will be summarily disqualified from the evaluation process.

Mandatory Requirements and Submission Documents
Bidders must submit the following documents with their bids:
- Bid document completed in black ink with every page initialled
- Completed Bill of Quantities (BOQ)
- Letter of intent from the manufacturer for non-manufacturers, or a letter of assurance
- Completed and signed SBD 1, SBD 4, SBD 6.1, and SBD 6.2 (Annexure C)
- Certified copy of Business Registration Certificate
- Certified copies of identity documents of directors/partners/shareholders (not older than 3 months)
- Joint Venture agreement with power of signatory (if applicable)
- CSD full report with all information in order (business registration, restrictions, defaulters, and government employee status)
- Valid Tax Clearance Certificate or SARS PIN
Mandatory Compliance and Evaluation
Proposals will be evaluated using the 80/20 Preferential Procurement Policy Framework. Bidders must achieve a minimum functionality score of 70 out of 100 points. Evaluation criteria heavily weigh relevant experience, capacity to meet demand (fleet and storage), bank ratings, public sector references, and locality within the Mpumalanga province.
Strict Submission Protocols
Sealed bid documents must be clearly marked with the tender number and deposited in the official bid box at the Riverside Government Complex, Building 9, Government Boulevard, Mbombela, 1200. Late, emailed, or faxed submissions will not be accepted.
