The South African National Roads Agency SOC Limited (SANRAL) has issued open tender NRA 2026/0010 for the provision of Routine Road Maintenance Consulting Services across multiple districts in the Free State Province. Project Scope and Route Clusters
The mandate encompasses comprehensive consulting engineering services for four distinct route clusters:
- National Routes N8, R26, and R70 in the Thabo Mofutsanyane District.
- National Routes N5, R57, and R74 in the Thabo Mofutsanyane District.
- National Route R34 (Sections 7 to 10) and R26 (Sections 12 to 13) in the Fezile Dabi District.
- National Routes N1 and N8 in the Xhariep District, extending to the Northern Cape border within the Lejweleputswa District.
Compulsory Virtual Briefing Session
Attendance at the pre-bid clarification meeting is strictly mandatory. Bidders must join the designated Microsoft Teams session to receive critical project insights. Late arrivals will not be accommodated, and failure to attend and sign the virtual register will result in automatic disqualification.
Comprehensive Evaluation Process: Functionality, Price, and Preference
The evaluation follows a four-stage process:
Stage 1: Responsiveness – Tenders must conform to all terms, conditions, and specifications without material deviation or qualification.
Stage 2: Mandatory Administrative Criteria – Includes completed Form of Offer, CSD registration, valid COIDA Letter of Good Standing, attendance of the compulsory briefing session, and meeting minimum key personnel requirements.
Stage 3: Functionality Evaluation – Quality criteria (scored out of 100) with a minimum threshold of 85 points:
- Technical experience in comparable projects: 30 points
- Management ability: 15 points
- Workplan appropriateness: 30 points
- Quality assurance systems: 10 points
- Past performance experience: 15 points
The Contract Engineer must be a permanent employee of the tenderer, with proof of statutory contributions for the last three months prior to tender closing. Alternative candidates must be submitted for key positions where conflicts may arise.
Stage 4: Price and Preference – The PPPFA preference point system applies (80/20 or 90/10 depending on the lowest acceptable tender). B-BBEE status levels determine specific goals points.
Strict Physical Submission Protocols
Sealed bid documents must be deposited in the official tender box at the SANRAL KwaZulu-Natal Province office. Telegraphic, telephonic, facsimile, or e-mailed tenders will not be accepted under any circumstances.
