The Polokwane Municipality has issued open tender PM01-26/27 for the appointment of three service providers to supply municipal branded collaterals over a three-year period. This strategic procurement aims to elevate the city’s profile as a premier destination for investors and tourists through high-quality promotional materials.
Scope of Works and Deliverables
The scope is extensive, covering the design and printing of visitor guides, investor brochures, and street map booklets. The successful bidders will also manufacture a wide range of corporate gifts and branded merchandise, including:
- Conference bags, memory sticks, and presentation folders
- Gazebos, banners, and exhibition stand graphics
- Branded municipal wear and corporate gifts
- Boxed frame artifacts and promotional items
The municipality will supply the final artwork, shifting focus onto manufacturing capabilities and turnaround times. Items must be delivered within 10 working days of a request being placed.
Mandatory Documents Required for Bid Submission
Bidders must submit a fully completed pricing schedule in black ink, with every page initialled. Required documents include:
- Valid CSD report (for all parties in a Joint Venture)
- Tax Compliance Status PIN or certificate
- Certified ID copies of all directors/members/shareholders
- Municipal rates and taxes statement (not older than 3 months)
- Completed and signed MBD forms (MBD1, MBD4, MBD5, MBD6.1, MBD8, MBD9)
Failure to complete and sign the certificate of independent bid determination will lead to immediate disqualification.
Evaluation Criteria: Functionality, Price, and Specific Goals
The evaluation follows a two-phase process. Phase Two assesses functionality (100 points) based on:
- Previous experience in similar projects (30 points)
- Project implementation methodology (30 points)
- Financial ability (40 points) – proof of funding of R500,000 or more
Bidders must score a minimum of 80 points for functionality to proceed. Phase Three applies the 80/20 system, with 20 points allocated for specific goals including ownership by black persons, women, youth, disabled individuals, and businesses within Polokwane’s jurisdiction.

Strict Submission Protocols
Sealed bid documents must be deposited in the official bid box at the Polokwane Municipality Civic Centre. Late, emailed, or faxed submissions will be summarily disqualified to ensure a fair process.
