The Polokwane Municipality has issued open tender PM47-25/26 for the appointment of a panel of service providers to render critical services for the Leeto La Polokwane Public Transport Service over a three-year period. This strategic procurement aims to enhance and sustain the city’s integrated public transport network.
Work Streams Overview
The Municipality will appoint a maximum of five service providers per work stream. Bidders may apply for multiple streams but will not be appointed for more than three streams.
Work Stream 1: Marketing, Communication and Stakeholder Relations

Work Stream 5: Contract Management (Service Monitoring)
- Scope includes daily field service monitoring, quality audits and inspections, pre-trip inspections, en-route quality inspections, station inspections, fare evasion monitoring, penalties administration, bus trip monitoring, technical vehicle inspections, stakeholder management
Work Stream 6: Transport Planning and Operations
- Professional team: Workstream Leader/Project Manager, Senior IPTN Planning Specialist, Transport Planner, Senior IPTN Operations Specialist, Vehicle Specialist
Work Stream 7: Universal Access
- Ensure accessibility for special needs passengers including people with disabilities, the aged, pregnant women, life cycle passengers, signage passengers, female passengers, and load carrying passengers
Work Stream 8: Intelligent Transport System and Modelling
- Professional team: Workstream Leader, Senior IPTN Planning (Network Development), Transport Demand Modelling Specialist, Fare System Specialist, ITS Specialist, APTMS/PTMS Specialist, Transport Economist
Work Stream 9: Business and Finance
- Professional team: Workstream Leader, Business Structure Specialist, Institutional Specialist, Public Transport Contract Specialist, Finance Specialist, Advertising Specialist, Land Value Capture Specialist
Work Stream 10: Public Transport Infrastructure Development
- Professional team: Workstream Leader, Civil Engineers (Transport Planning, Transport Infrastructure, Structural), Electrical Engineer, Mechanical Engineer, Quantity Surveyor, Town Planner, Environmental Practitioner, Architect, OHS
Mandatory Documents
Critical Documents (Non-compliance leads to disqualification):
- Authority to sign (filled in full)
- All pages initialled
- Certified ID copies of all Directors/Members/Shareholders
- Valid tax compliance status certificate
- Joint venture agreement (where applicable)
- Pricing Schedule in black ink (signed for all alterations)
- Central Supplier Database (CSD) report
- Company certificate
- Public Liability Insurance Cover of R10 million
- Municipal rates and taxes/Lease agreement/Local tribal authority letter (for company and all directors, not older than 3 months)
- Completed and signed MBD1, MBD4, MBD5, MBD6.1, MBD8, MBD9
Mandatory Compliance and Evaluation
Bidders must strictly adhere to the Preferential Procurement Policy Framework Act (PPPFA). Proposals will undergo a rigorous two-stage evaluation, requiring a minimum functionality score to advance to the financial assessment phase. All bids must remain valid for 90 days post-closure.
Strict Submission Protocols
Sealed bid documents must be clearly marked and deposited in the official bid box at the Polokwane Municipality Civic Centre. Late, emailed, or faxed submissions will be summarily disqualified.
