The Department of Forestry, Fisheries and the Environment (DFFE) has issued an open tender (DFFE-B006 (26/27)) for the clean-up, remediation, and rehabilitation of the Lichtenburg (Biesiesvlei) Waste Tyre Depot. This strategic six-month turnkey contract targets specialized environmental firms to restore a fire-impacted site in the Northwest Province.
Scope of Works
This procurement is structured as a turnkey, outcome-based contract. The Department does not prescribe specific remediation methodologies; the appointed Service Provider shall determine an appropriate solution based on its assessment of site conditions.
Key Responsibilities:
- Design, selection and implementation of a remediation and rehabilitation solution
- Site investigations and sampling to characterise contaminants
- Treatment, removal and/or disposal of waste tyre debris, ash and contaminated soil
- Rehabilitation of the site to a stable and free-draining final condition
- Re-establishment of natural vegetation
- Ensure final site condition complies with Soil Screening Values (SSV1) as prescribed in the National Norms and Standards for the Remediation of Contaminated Land and Soil Quality
- Submission of comprehensive close-out report
Service Provider Obligations:
- Appoint a Community Liaison Officer (CLO) for the duration of the works
- Provide own PSIRA-registered security services for staff, plant, equipment and the works
- Develop, submit for approval, and implement a Health and Safety Plan and Health and Safety File
- Ensure all waste handling, transportation, treatment and disposal activities comply with applicable waste legislation
Mandatory Requirements
Site Investigation and Sampling:
Bidders must demonstrate that they have undertaken a pre-tender in-situ site investigation, comprising not fewer than seventeen (17) soil samples:
- At least two (2) baseline samples from areas demonstrably unaffected by site activities
- At least fifteen (15) samples taken within the fire-affected area at locations representative of visibly impacted zones, ash/debris accumulation areas, and underlying soils
Evidence Required:
- Site layout plan showing boundary and sampling locations
- Laboratory analytical results from a SANAS-accredited laboratory
- Photographic evidence of each sample point
- Signed site visit register
Professional Registration:
Project Team Leader (Key Expert 1):
Must be currently registered, in good standing, with one of the following:
- Professional Engineer (Pr Eng) with ECSA (Civil, Environmental or Chemical)
- Professional Natural Scientist (Pr Sci Nat) with SACNASP (Environmental Science, Geology, Soil Science, Chemistry, Hydrology)
- Registered Environmental Assessment Practitioner (EAP) with EAPASA
- Professional Construction Project Manager (Pr CPM) or Professional Construction Manager (Pr CM) with SACPCMP
Technical Specialist (Key Expert 2):
Must be currently registered as a Professional Engineer (Pr Eng) with ECSA (Chemical or Environmental Engineering) or as a Professional Natural Scientist (Pr Sci Nat) with SACNASP in a relevant field.

Mandatory Technical Requirements
Bidders must demonstrate robust technical capacity. A critical functionality requirement is the appointment of a Technical Specialist with proven post-professional registration experience in contaminated land assessment, environmental rehabilitation of fire-impacted sites, or the closure of waste disposal and storage facilities.
Non-Compulsory Virtual Briefing
While not mandatory, DFFE highly recommends attending the online clarification meeting to fully understand the technical specifications and evaluation criteria.
