The National Film and Video Foundation of South Africa (NFVF) has released a Request for Quotation (RFQ) for the appointment of a service provider to deliver catering services for its management team and the Department of Sport, Art and Culture management team. This is a once-off opportunity to provide a comprehensive breakfast and lunch service for 25 staff members .
The NFVF, an agency of the Department of Sport, Arts and Culture, is the official body mandated to lead the development of South Africa’s film and video industry. This procurement is part of its commitment to supporting staff during key strategic meetings.

Scope of Work and Menu Requirements
The event is scheduled for 24 July 2026 at the NFVF offices at 87 Central Street, Houghton, Johannesburg. The service provider will be required to prepare and deliver:
Breakfast (ready by 8:30am):
- Sandwich platter for 25 people
- 10 Croissants
- 10 Scones or Muffins
- Tea, Coffee, and 500ml bottled water for 25 people
Lunch (ready by 14:00pm):
- One starch (rice, samp, or equivalent)
- Two choices of meat (chicken, red meat, or fish)
- Two vegetables and two salads
- 300ml soft drinks, 300ml juice, and 500ml bottled water
Bidders are advised that the menu and service times are strictly specified, and incomplete or incorrect menu proposals will not be accepted.
Mandatory Documentation and Compliance
Bidders must submit the following completed and signed forms as part of their quotation submission:
- SBD 4: Bidder’s Disclosure
- SBD 6.1: Preference Points Claim Form
- SBD 8: Declaration of Bidder’s Past SCM Practices
- SBD 9: Certificate of Independent Bid Determination
- CSD Registration Proof
- Valid Tax Compliance Status (TCS) Pin Certificate
- Company Profile
Failure to complete and submit these mandatory documents will result in disqualification.
Evaluation and Preference Points
This RFQ will be evaluated using the 80/20 preference points system as stipulated in the Preferential Procurement Regulations of 2022. The total 20 points for Specific Goals are allocated as follows:
- B-BBEE Level 1 or 2: 5 points
- Owned by black people (50% or more): 4 points
- Owned by black people who are youth: 5 points
- Owned by black women (50% or more): 3 points
- Owned by black people with disabilities: 3 points
Bidders must provide valid proof for each claim, as failure to do so will result in zero points for that specific goal.
