The KwaZulu-Natal Department of Public Works and Infrastructure has issued an open tender (26/14/2/3-S) for the clearing of overgrowth and grass cutting maintenance. This targeted once-off contract aims to maintain vacant land in the Amajuba District, ensuring environmental safety and aesthetic upkeep.
Scope of Works and Site Specifications
The appointed contractor will execute two (2) cuts of overgrown grass and dispose of the vegetation at a vacant site located at 11 Kosmos Street, Erf 7576 in Newcastle. The total area requiring maintenance spans approximately 8.6669 hectares, demanding efficient machinery and labour to complete the clearing safely.
Mandatory Compliance and Specific Goals
Bidders must be registered on the Central Supplier Database (CSD) and pass Phase 1 administrative compliance. The evaluation includes Phase 2 specific goals, awarding preference points to enterprises located in specific regions or rural areas, provided they submit valid documentary proof such as a ward councillor’s letter or a certified lease agreement.
Mandatory Documentation Requirements
Bidders must submit the following mandatory documents with their quotation:
Phase 1: Administrative Compliance Documents:
- Correctly completed and signed bid documents on the official forms provided
- CSD Registration (valid and up to date) – failure to be registered will result in disqualification
- Valid Tax Compliance Status PIN or printed TCS Certificate from SARS
- Completed SBD 1 (Invitation to Bid, Part A & B)
- Completed SBD 3.1 (Pricing Schedule) with the total bid price including VAT
- Completed SBD 4 (Bidder’s Disclosure)
- Completed SBD 6.1 (Preference Points Claim Form)
- Completed SBD 7 (Contract Form for the purchase of goods/works) or SBD 7.2 (for services)
- All pages initialled and documents completed in black ink (no correction fluid allowed)
- Authority to Sign documents (Section K) – completed indicating enterprise status
Phase 2: Specific Goals Documentation (for claiming points):
- Sworn Affidavit signed and dated by the Commissioner of Oaths, confirming Black ownership
- Certified copy(ies) of Identity Document(s) of the owner(s)/director(s)/member(s)
Note: The bidder must also initial each and every page of the bid document. Failure to comply with any of the above may render the bid invalid.
Document Collection and Submission Protocols
Hard copies of the bid document can be collected at the Department of Public Works, Amajuba District Office, 43 Hardwick Street, Newcastle, between 08:30 and 15:30. Completed bids must be hand-delivered to the same office; emailed, faxed, or late proposals will not be accepted.
