The City of Tshwane Metropolitan Municipality has issued a Request for Quotation (Q02-2026-27) for the supply, delivery, and installation of plastic street litter bins. This 12-month contract targets capable manufacturers and suppliers to enhance waste management infrastructure across various municipal areas in Pretoria.
Scope of Supply and Waste Management
The appointed service provider will supply 120-litre plastic street litter bins in multiple colors, including black, blue, green, red, white, and yellow. Each bin must feature a 5cm drainage hole and be durably marked with the official City of Tshwane logo. The mandate requires mass production following the approval of a prototype sample.
Bin Specifications
The successful bidder will be expected to manufacture one (1) sample bin for city approval before mass production can commence. The street bin specifications include:
- Bin body made of UV-stabilized High-Density Polyethylene (HDPE)
- Dimensions: 750mm (L) x 750mm (W) x 915mm (H)
- Available colours: Red, Green, Yellow, Blue, Black, and White
- Lid integrated with a plastic hinge and stainless steel pin, featuring an integrated handle
- Bin mouth opening of 300mm diameter
- Plastic bin liner made of UV-stabilized HDPE
- Drainage hole (5cm diameter) at the base of the bin
Mandatory CSD Registration and Local Goals
Bidders must be registered on the National Treasury’s Central Supplier Database (CSD). The evaluation process rewards Local Economic Participation, allocating preference points for enterprises based within the City of Tshwane, Gauteng province, or nationally.

Mandatory Documentation Requirements
The bidder must ensure the following documents are submitted:
- Tax Compliance Status PIN or Central Supplier Database (CSD) registration
- CSD Summary Report (must be valid)
- Municipal Account Statement of the bidding company (not older than 3 months, no arrears exceeding 90 days) or signed lease agreement/letter from local councillor
- Municipal Account Statement of all South African-based owners/members/directors/major shareholders
- Duly signed and completed MBD forms (MBD 1, 4, 5, 8, and 9)
- BBBEE Certificate or Sworn Affidavit for qualifying small enterprises/exempt micro enterprises
- Three contactable reference letters (mandatory requirement)
Strict Electronic Submission Protocols
In alignment with the City’s migration to an e-tender portal, physical deposits in the tender box will not be accepted. Bidders must exclusively submit their responses via the designated online Ariba procurement platform.
