The Presidency has issued a Request for Quotation (SCMA 05/06/03R) for the procurement of enterprise software licenses and technical support. This strategic 24-month contract targets capable IT service providers to enhance the digital productivity and document management capabilities of the executive office in Tshwane.
Scope of Software Licensing and Support
The appointed service provider will supply and manage a comprehensive suite of Adobe enterprise licenses. The specific requirements include:
- 35 Adobe Acrobat Pro for teams licenses.
- 4 Adobe Creative Cloud (CC) Pro for teams licenses.
- 25 ad-hoc support hours for software installation, configuration, and licensing assistance. The Presidency will only pay for actual ad-hoc hours utilized, requiring a formal job card prior to invoicing for any additional support claimed.
Compulsory Virtual Briefing Session
Attendance at the mandatory pre-bid clarification meeting is strictly enforced. Prospective bidders must join the virtual session to understand the technical specifications and licensing terms. Bidders who fail to attend will be automatically disqualified.

Required Documents:
- SBD 4: Bidder’s Disclosure (fully completed and signed) – disclose any related companies as registered on CSD
- Valid Adobe Partner ID/Partner Number and proof of active Adobe partnership status
- Proof of CSD Registration
- Valid SARS Tax Compliance PIN
- Completed pricing for all items
Electronic Submission and Evaluation
All quotation responses must be submitted electronically via the National Treasury’s e-Tender Portal. Proposals will undergo a strict three-phase evaluation process in accordance with the Preferential Procurement Regulations of 2022 and The Presidency’s SCM policy.
Key Dates and Delivery Requirements
Suppliers must act swiftly to meet the rapid turnaround time. All software licenses must be fully provisioned and active on or before 31 August 2026.
