The Eastern Cape Office of the Premier has issued an open tender (SCMU1-26/27-0001) for comprehensive cleaning, hygiene, and gardening services. This 36-month contract targets capable facility management firms to maintain the government precinct in Bhisho.

Scope of Works and Facility Coverage

The mandate covers OTP 1 (ECDC Building), OTP 2 (ERF 5000), and the Lilian Diedericks State House. Spanning 6,549.5 square meters, these buildings accommodate 450 staff members. The scope includes rigorous cleaning of ablution facilities, boardrooms, gardening, and car-washing services.

Evaluation and Specific Goals

Proposals will undergo a three-phase evaluation using the 80/20 preferential procurement system. Twenty preference points reward enterprises owned by people with disabilities and businesses located within the Eastern Cape.

Mandatory Compliance and Wage Standards

Bidders must ensure labour rates align with the National Minimum Wage Act. The successful bidder must submit a valid COIDA letter of good standing and comply with all occupational health and safety regulations.

Mandatory Documentation and Compliance

Bidders must submit the following mandatory documents with their bid offer:

Phase 1: SCM Compliance Documents

  • SBD 1 (Invitation to Bid) โ€“ fully completed and signed
  • SBD 4 (Declaration of Interest) โ€“ fully completed and signed
  • SBD 6.1 (Preference Points Claim Form) โ€“ fully completed and signed
  • Proof of CSD registration with tax compliance status (CSD printout)
  • Valid Tax Compliance Status (TCS) PIN or certificate

Phase 2: Functionality Documents

  • Annexure B: List of previous cleaning and hygiene services (not older than 10 years)
  • Purchase orders / letters of award / contracts corresponding to previous projects
  • Annexure C: Reference letters from clients (must be signed, dated, and stamped)
  • Audited or reviewed financial statements for 2024 and 2025
  • Bank code letter (rating A, B, C) not older than 30 days, OR Letter of intent from a registered credit provider, OR Overdraft facility from a registered financial institution

Phase 3: Specific Goals Documents

  • Certified ID copies of directors/members to claim youth, women, and franchise points
  • Company registration (CIPC) document
  • Proof of disability (SASSA registration or doctor’s letter)
  • Municipal billing clearance account / valid lease agreement / letter from councillor for locality points
