The Small Enterprise Development and Finance Agency and the Construction Industry Development Board have launched a R300 million fund to provide financial support and development assistance to emerging construction MSMEs across South Africa.

Fund Overview and Purpose

The Construction Fund is a government-led initiative announced in May 2026, jointly administered by SEDFA and the CIDB under the CIDB’s B.U.I.L.D Programme . This fund is designed to address the structural barriers facing emerging contractors who struggle to access capital, particularly those at lower CIDB grades who need funding to execute contracts and advance their grading . The R300 million fund aims to improve access to finance, business support, and market opportunities for small enterprises across the construction value chain .

What the Fund Covers

Funding can be used for confirmed purchase orders, equipment and plant hire or acquisition, working capital bridging, and materials procurement. The fund provides financing ranging from R50,000 to R15,000,000.

Eligibility Criteria

Applicants must be South African-registered construction SMMEs with confirmed contracts from government, SOEs, or the private sector. Businesses must be registered with CIPC, SARS, and UIF, and have a valid business bank account. Preference is given to enterprises with 51% black ownership or higher.

Funding priorities include:

  • Roads and civil construction
  • Built environment
  • Material manufacturing
  • Electrical construction

Applicants must submit:

  • Company registration certificate and Memorandum of Incorporation
  • Certified ID copies of directors/shareholders
  • Proof of business address and residence for directors
  • Valid Tax Compliance Status PIN
  • Business plan/proposal
  • B-BBEE certificate or affidavit
  • Two years of audited or reviewed financial statements
  • Six months of business bank statements
  • Five years of cash-flow projections
  • Relevant policies (credit, collections, risk)
  • Shareholders’ personal statement of assets and liabilities
  • List of potential MSMEs in the construction pipeline

Key Focus Areas

The fund specifically targets MSMEs in roads and civil construction, residential, industrial and commercial construction, construction materials supply, electrical and energy-related infrastructure, and plumbing . Priority is given to emerging contractors, including black-owned, women-owned, youth-owned, township-based businesses, and businesses owned by persons with disabilities .
