The South African Post Office Limited (SAPO) has issued a Request for Quotation (RFQ/26/27/39) for the provision of shipping services at its Durban and Cape Town Mail Centres. This targeted procurement initiative aims to enhance the logistical capabilities and operational efficiency of SAPO’s key coastal distribution hubs.
Scope of Services – Durban Office
The Durban Office of Exchange handles inbound and outbound shipping to destinations including Australia, Singapore, Japan, Taiwan, Hong Kong, Mauritius, Seychelles, Réunion, and Sri Lanka. The inbound service requires tracking and clearing of mail consignments through Customs, with delivery within the permitted “three free days” (calendar days). The outbound service requires the collection of FCL and LCL cargo from Durban Mail Centre, provision of empty containers, and ensuring delivery to destination countries.
Key requirements include:
- Track containers and manage arrival notifications
- Clear mail consignments through Customs
- Provide secure storage outside the three free days at no additional cost
- Adjust rates in line with Rand/Dollar exchange fluctuations
- No transhipment allowed unless otherwise agreed
Scope of Services – Cape Town Office
The Cape Town Office provides outbound shipping services to the United Kingdom, USA, Germany, and the rest of Europe via Rotterdam. The service provider must collect cargo from Cape Town Mail Centre, deliver to the container terminal depot, and ensure delivery to destination countries. Direct shipments are required with no transhipment unless otherwise agreed.
Key Requirements and Documentation
Bidders must provide:
- Valid Customs Clearing Agent License – Issued by SARS in the company’s name, valid on closing date
- Liability Insurance – Comprehensive land and maritime goods in transit cover of minimum R2 million
- Minimum Experience – One year/12 months completed experience in shipping services, confirmed via Annexure BR completed by a client
- CSD Registration – Must be registered on the National Treasury Central Supplier Database
- Tax Compliance – Valid SARS Tax Compliance Status PIN
