Thulamela Local Municipality has issued an open tender (39/2025/2026) to establish a three-year panel of service providers for the supply, fitting, and repairs of tyres. This strategic procurement initiative ensures the continuous operational readiness of the municipal fleet across the Limpopo province.
Scope of Work and Fleet Requirements
The appointed panel will supply SABS-approved tyres and execute fitting and repair services for the municipality’s light, medium, and heavy motor vehicles. Bidders must demonstrate the capacity to handle diverse fleet requirements over the 2026/2027 to 2028/2029 financial years.
Mandatory Compliance and Artisan Qualifications
Prospective bidders must submit certified copies of trade certificates and relevant qualifications for proposed artisans, alongside their detailed CVs. Additionally, bidders must provide proof of CSD registration, tax compliance, and a list of similar projects completed in the last five years.
Evaluation and Transformation Goals
Proposals will be evaluated using an 80/20 preference points system. The 20 specific goal points heavily reward targeted economic transformation, allocating points for 100% black-owned (10 points), 100% women-owned (5 points), youth-owned (3 points), and disability-owned (2 points) enterprises.

- Tax Compliance Status Letter or Tax Compliance Pin Number
- Company registration documents (e.g., CK)
- Proof of registration on Central Supplier Database (CSD)
- Certified copy of partnership or Joint Venture (JV) agreement (if applicable)
- Certified and valid proof of registration with Retail Motor Industry (RMI)
- Proof that municipal rates and taxes for the company and its director(s) are not in arrears for more than three months
- Certified copy of identification document (ID) of the responsible workshop artisan(s)
- Certified copies of trade certificates and/or relevant qualifications of proposed artisan(s) with CVs
- List of similar projects completed in the last 5 years with client’s contact details, description, and contract values
- Bidders must also submit a copy of a valid lease agreement if operating from leased premises.
