The Free State Department of Social Development invites Expressions of Interest from CIDB-registered contractors to register on a framework panel for three years. This strategic initiative (FSDSD(T) 001/2026) aims to accelerate social infrastructure delivery across the province.

Scope and CIDB Grading

The Department seeks contractors across multiple disciplines on a need basis. Bidders must hold valid CIDB gradings of 1 to 3+ in:

  • General Building (GB)
  • Mechanical (ME) and Electrical (EB) Engineering
  • Civil Engineering (EP)
  • Fencing (SQ)
  • Plumbing and Fire Prevention (SO & SF)

Mandatory Returnable Documents

Bidders must submit a complete set of mandatory returnable documents to be considered compliant, including:

  • A unique SARS Tax Compliance Status PIN.
  • Valid proof of registration on the National Treasury’s Central Supplier Database (CSD).
  • A valid CIDB CRS number as proof of registration in the relevant grading level.
  • A valid Letter of Good Standing issued by the Department of Labour (COIDA).
  • Duly completed and signed SBD forms: SBD 1 (Invitation to Bid), SBD 4 (Bidder’s Disclosure), and SBD 6.1 (Preference Points Claim Form).

District Allocation and Evaluation

Bidders must select one preferred district: Mangaung, Xhariep, Thabo Mofutsanyane, Lejweleputswa, or Fezile Dabi. Proposals undergo a three-stage evaluation assessing mandatory compliance, functionality, and the 80/20 preferential procurement system.

Submission Guidelines

Sealed bids must be deposited in the designated tender box. A non-refundable deposit of R1,282.00 is payable via EFT.
