The City of Tshwane Metropolitan Municipality has released a Request for Quotation (RFQ) for the supply and delivery of maintenance and gardening tools to eight Council‑managed Early Childhood Development (ECD) centres in Regions 3 and 6. This once‑off procurement aims to equip Special Workmen with the necessary resources to keep ECD facilities safe, clean, and child‑friendly.
Scope of Tools Required
Tools must be delivered and off‑loaded at designated ECD centres (Mina Soga, Itumeleng, Nkhensani, Boikanyong, Itireleng, Mabolepi Mahlatsi, Mmagobatho). Items include but are not limited to:
- Plastic and steel rakes, grass hedge shears, loppers
- Spades, hand pitchforks, hoes, pick‑axes, shovels
- Wheelbarrows, axes (fibreglass handle), pruning shears
- 50m garden hose pipes, weed killer, paint trays, plungers
- Cordless impact drill, masonry/steel drill bits, Fischer plugs
- Step ladder, handyman toolbox set, extension cord, pan sealant
All tools must be new, durable, fit for purpose, and free from defects. Equivalent brands may be accepted subject to compliance.
Mandatory Administrative Compliance
Bidders must submit:
- SARS Tax Compliance Status PIN or CSD number (compliant)
- Valid CSD registration report
- Municipal account statement (bidder’s name, ≤3 months old, not in arrears >90 days) OR lease agreement OR councillor’s letter
- Municipal account statements for all directors/members (same criteria)
- Fully completed and signed MBD forms (1,4,6.1,8,9) – no blank spaces, black ink only, no Tippex
- Company registration certificate, BBBEE certificate/sworn affidavit, rates & taxes proof
- Authority to sign (if signatory is not a director: letter of authorisation)
Quotations must be submitted online only – no physical tender box submission.
80/20 Preference Points System
- Price: 80 points
- Specific Goals: 20 points – allocated as:
- BBBEE level: Level 1 (8 pts) down to Level 8 (1 pt), non‑compliant (0)
- EME or QSE: 2 points
- ≥51% women‑owned: 2 points
- ≥51% owned by persons with disability: 2 points
- ≥51% youth‑owned: 2 points
- Local Economic Participation: City of Tshwane (4 pts), Gauteng (2 pts), National (1 pt)
Proof must accompany the bid; zero points if evidence missing.

Market Analysis & Price Negotiation
The City reserves the right to conduct market analysis. If a bidder confirms they cannot deliver on a deemed non‑viable price, they will be disqualified. The City may negotiate a market‑related price with the highest‑scoring bidder, then the second‑highest, then third. Failure to agree may result in cancellation of the quotation.
