The Mandela Bay Development Agency (MBDA) invites qualified service providers to submit proposals for comprehensive Employee Wellness Services under tender reference MBDA EWS 15/25-26. This strategic procurement aims to enhance workforce wellbeing across MBDA and its managed sites in Gqeberha, Eastern Cape.
Tender Overview
MBDA seeks a health and wellness partner to deliver services that increase productivity, boost employee morale, and reduce workplace stress. The contract spans twelve months with two optional renewal periods, offering sustainable partnership potential for the successful bidder.
Scope of Services Required
- Unlimited 24/7/365 telephonic clinical and professional support
- On-site weekly counselling and group trauma intervention
- Financial, legal, and family care advisory services
- Cloud-based employee engagement app and digital collateral
- Quarterly wellness days, monthly engagement sessions, and weekly newsletters
Mandatory Compliance Requirements
Mandatory Requirements (non-compliance = disqualification):
- Registration with HPCSA (Health Professions Council of South Africa) or EAPA-SA (Employee Assistance Professionals Association of South Africa) – proof must be submitted
- Registration on Central Supplier Database (CSD)
- Valid SARS Tax Clearance Status
- Municipal billing clearance certificate OR lease agreement OR statement of account (for company & all directors)
- MBDA e-tender supplier registration (www.mbda.co.za)
- Certified ID copies of directors/members/trustees/partners
- Certified copy of B-BBEE certificate or sworn affidavit
- Completed & signed MBD forms (MBD 4, MBD 6.1, MBD 8, MBD 9)
- Completed Annexure E (natural person) or Annexure F (juristic person) affidavit
- For bids >R10m: audited financial statements for past 3 years
Submission Guidelines
Proposals require one original hard copy delivered to MBDA’s tender box at Tramways Building, plus one electronic copy uploaded via the MBDA Vendor Portal or submitted on USB. Email or faxed submissions will not be accepted. All documentation must use official MBDA bid forms.
Evaluation Framework
Bids undergo a four-phase assessment: administrative compliance, mandatory technical requirements, functionality scoring (minimum 60/80 points), and price plus specific goals evaluation using the 80/20 preference point system. Functionality criteria include experience, methodology, personnel qualifications, and service offering depth.
