The Department of Sport, Arts and Culture (DSAC) invites experienced event promoters to submit proposals for the appointment of a promoter for the Mzansi Roar Festival under RFP DSAC 01/26-27. This strategic procurement targets established festival management specialists capable of delivering a multi-day cultural celebration during Heritage Month in Gauteng Province.
Opportunity Overview
The Mzansi Roar Festival aims to showcase South Africa’s rich cultural heritage through music, arts, and community engagement. DSAC seeks a promoter with proven capacity to manage large-scale events, secure sponsorship, and deliver measurable economic impact across the cultural sector.
Festival Scope and Requirements
The appointed promoter will deliver comprehensive event management including:
- Safety, production, logistics, ticketing, and vendor management plans
- Engagement with all 17 Cultural Sector Clusters for inclusive participation
- Key personnel deployment: Event Director, Technical Lead, Safety Officer, Security Lead, Commercial Lead, and Operations Manager
- Detailed risk register with mitigation strategies
Financial and Capacity Criteria
Bidders must demonstrate:
- Cash balance or bank guarantee of no less than R50 million
- Ability to secure additional sponsorship funding above the R50 million DSAC contribution
- Experience managing events with budgets exceeding R100 million
- Robust cash flow and procurement control plans

Submission Guidelines and Process
Proposals must be deposited in sealed envelopes at Sechaba House, 202 Madiba Street, Pretoria Central, before 11:00 on Friday, 29 May 2026. Bidders must include valid CSD registration, tax compliance, BBBEE certification, and completed Standard Bidding Documents.
