Mpofana Local Municipality invites qualified textile manufacturers and suppliers to submit proposals for the supply and delivery of municipal staff uniforms. This Request for Proposal (MPO/01/2026) targets established apparel providers capable of delivering durable, flame-resistant, and branded uniforms that support professional standards and occupational safety across municipal departments in Mooi River, KwaZulu-Natal.
Uniform Specifications and Requirements
The appointed service provider will supply a comprehensive range of staff apparel including:
- Flame-resistant conti tops with reflector tape and embroidered municipal logo
- Office wear: denim shirts, chinos, pleated skirts for administrative staff
- General worker uniforms: denim tops, jeans, dust coats, polar fleece jackets
- Security officer apparel: combat trousers, formal shirts, padded jackets, combat boots
- Personal protective equipment: chemical-resistant gloves, safety boots, rain suits, high-visibility vests
- All items must meet SABS quality standards and include municipal branding as specified
Eligibility and Submission Criteria
Bidders must demonstrate:
- Valid registration on the National Treasury Central Supplier Database (CSD)
- Proven experience in institutional or municipal uniform supply contracts
- Completed Standard Bidding Documents (MBD 1-9) and tax compliance certification
- B-BBEE verification certificate or sworn affidavit for preference point allocation
- Proof of supply capability and relevant reference letters from similar contracts
Pricing and Evaluation Framework
Proposals will be evaluated using the 80/20 preference point system:
- 80 points allocated for price competitiveness (firm, VAT-inclusive pricing required)
- 20 points allocated for specific goals, including black ownership, women ownership, youth involvement, and local enterprise participation within KwaZulu-Natal
- All prices must remain firm for the full contract period; no exchange rate variations accepted
