NC COGHSTA Tender: Security Uniforms 3-Year Supply

The Northern Cape Department of Cooperative Governance, Human Settlements and Traditional Affairs (NC COGHSTA) invites qualified textile manufacturers and suppliers to submit bids for the supply and delivery of security uniforms, including winter apparel, over a three-year period. This Request for Bid (NC/25/2025) targets established uniform providers capable of delivering durable, branded apparel that supports professional standards for security personnel across the province.

Product Specifications and Branding Requirements

The appointed service provider will supply functional, fade-resistant security uniforms that allow for breathability and unrestricted movement. Key specifications include:

  • Standard uniform sets: shirts, trousers, outerwear, headgear, duty belts, and footwear
  • Winter uniform variants suitable for Northern Cape climate conditions
  • Departmental crest and logo application as per branding guidelines in Annexure A
  • On-site fitting services and sample approval processes prior to bulk production
  • All items must meet SABS quality standards and withstand regular institutional use

Delivery Sites and Logistics Expectations

Successful bidders must accommodate split deliveries and on-site fittings across multiple provincial locations:

  • Provincial Head Office – Kimberley (2 buildings)
  • Frances Baard District – Kimberley
  • John Taolo Gaetsewe District – Kuruman
  • Namakwa District – Springbok
  • Pixley ka Seme District – De Aar
  • ZF Mgcawu District – Upington

Final site addresses, receiving hours, and quantity allocations will be confirmed upon contract award.

Eligibility and Mandatory Compliance Criteria

Bidders must demonstrate:

  • Valid registration on the National Treasury Central Supplier Database (CSD)
  • Proven experience in institutional or security uniform supply contracts
  • Completed Standard Bidding Documents (SBD 1, SBD 4, SBD 6.1, SBD 7.1)
  • Valid tax compliance status and B-BBEE verification certificate or sworn affidavit
  • Proof of Northern Cape locality for preference point allocation (CIPC, SARS, or substantiated lease agreement)

Evaluation Framework and Preference Points

Proposals will be evaluated using the 80/20 preference point system under the Preferential Procurement Regulations 2022. Functionality assessment is not applicable; evaluation focuses on price competitiveness and specific goals. Locality points are allocated to companies with verifiable Northern Cape addresses. COGHSTA reserves the right to negotiate pricing or cancel the tender if the highest-scoring bid is deemed unreasonable.
