The Department of Science, Technology and Innovation (DSTI) invites qualified book suppliers and publishers to submit quotations for the procurement of books to support departmental research, policy development, and knowledge management initiatives. This Request for Quotation (RFQ04/07/2025-26) targets established suppliers capable of delivering quality publications that align with South Africa’s science, technology, and innovation priorities.
Product Specifications and Requirements
The procurement encompasses a range of academic, technical, and reference books relevant to:
- Science policy and innovation management literature
- Technology transfer and commercialisation resources
- Research methodology and data analysis publications
- Indigenous knowledge systems and local content publications
- International scientific journals and periodicals
All books must be new, unused, and sourced from reputable publishers. Suppliers must provide ISBN details, publication dates, and proof of authenticity for all items quoted.
Eligibility and Submission Criteria
Bidders must demonstrate:
- Valid registration on the National Treasury Central Supplier Database (CSD)
- Proven experience in supplying books to government or educational institutions
- Completed Standard Bidding Documents (SBD 1, SBD 4, SBD 6.1)
- Valid tax compliance status and B-BBEE verification certificate or sworn affidavit
- Proof of supply arrangements with publishers or authorised distributors
Pricing and Evaluation Framework
Quotations will be evaluated using the 80/20 preference point system under the Preferential Procurement Regulations 2022:
- 80 points allocated for price competitiveness
- 20 points allocated for specific goals, including local enterprise participation, black ownership, women ownership, youth involvement, and disability inclusion
- All prices must be firm, quoted in South African Rand, and inclusive of VAT and delivery costs to Brummeria, Lynwood, Tshwane, 0001

Submission Guidelines Quotations must be submitted electronically to tenders@dsti.gov.za by the closing deadline. Submissions should include the RFQ reference number RFQ04/07/2025-26 in the email subject line, completed SBD forms, pricing schedules, and supporting documentation in PDF format. Late, incomplete, or non-compliant submissions will not be considered.
The Department reserves the right to accept or reject any quotation and is not bound to appoint the lowest-priced bidder. Successful appointment is subject to verification of all documentation and compliance with DSTI supply chain management policies. Quotations must remain valid for 90 days from the closing date.
