The Rustenburg Local Municipality has officially published a significant tender opportunity for the appointment of a qualified service provider to manage the supply, delivery, installation, and maintenance of Ventilated Improved Pit (VIP) toilets across various informal settlements. With a closing date of 04 May 2026, this three-year contract (Tender No: RLM/DTIS/0143/2025/26) represents a critical infrastructure project aimed at improving sanitation services and public health standards within the North West province.
Project Scope: Construction & Maintenance of VIP Toilets
The appointed contractor will be responsible for the full project lifecycle on an “as and when required” basis. The scope encompasses:
- Project Management & Sourcing: Full project management, material sourcing, and delivery to various informal settlement sites across Rustenburg.
- Site Clearance & Excavation: Clearing a 12m² area per structure, followed by pit excavation to dimensions of 1.5m depth, 0.87m width, and 1.22m length (1.6m³ volume).
- Waterproof Lining: Installation of water-tight liners such as LLDPE geomembranes with flanges to prevent groundwater contamination in the region’s dolomitic geology.
- Structural Construction: Construction of 150mm reinforced concrete pit base slabs, 140mm maxi brick pit lining, and 100mm reinforced concrete floor slabs (25MPa concrete with 19mm aggregates).
- Top Structure Assembly: Erection of 40mm thick precast concrete side and roof panels, installation of pressed galvanized steel doors, and fitting of approved sealed rotating pedestals.
- Ventilation: Installation of 500mm PVC vent pipes extending above the roof with fly screen covers.
- Maintenance Duties: Regular servicing including emptying of VIP toilet pits once every three months and replacement of damaged top structure components as requested.
Mandatory Submission Requirements for Bidders
Strict compliance is required to avoid automatic disqualification. Bidders must ensure the following:

- Submit both a hard copy and an electronic version on a USB (clearly marked with the company name).
- Place the bid in a sealed envelope clearly marked with the bid number and description.
- Complete all documentation using black ink only (no pencil or other colors).

Supporting Documents
- Valid proof of payment with the correct tender reference number.
- CSD registration documents proving registration was completed at least 7 days before closing.
- Audited Financial Statements for the past three years (if required by MBD 5).
- Required CIDB grading certificate (where applicable).
- Joint Venture Agreement (if applicable) including company names, registration numbers, lead partner indication, percentage sharing, and operating address.
- Current municipal rates and taxes statements for the company and each director (from the previous billable month), or valid lease agreements with supporting affidavits if the property is not owned by the director or company.
- A six-month preliminary weekly construction programme.
Important Note: Bidders will not be afforded an opportunity to rectify incomplete submissions or outstanding documents after closing.
Functionality Evaluation: Minimum 70 Points Required
A two-stage evaluation process is in place. Bidders must first achieve a minimum functionality score of 70 out of 100 points to qualify for the price evaluation. Functionality points are allocated based on company experience (30 points) and the qualifications of key personnel (70 points). Failure to meet this threshold will result in disqualification regardless of the bid price.
Key Personnel & Company Experience Criteria
The municipality places a high premium on expertise. Bidders must demonstrate that their proposed team meets stringent requirements:
- Company Experience: A minimum of five years in civil construction with at least five completed projects of a similar nature (earthworks, concrete, toilet structures) within the last five years.
- Contracts Manager: Must hold an NQF Level 7 qualification (B Eng/B Tech) and be ECSA registered, with five or more years of relevant experience.
- Site Agent: Requires an NQF Level 6 (NDip) qualification and ECSA registration, with five or more years of experience.
- General Foreman: Requires an N5 or higher qualification and five years of experience.
Financial Submission & Pricing Schedule Details
The financial evaluation will follow a 90/10 preference point system, where 90 points are allocated for price and 10 points for specific goals (such as local jurisdiction, rural/township business ownership, and empowerment criteria). Contract price adjustments will be based on SIEFSA indices after the first year. Bidders must complete the pricing schedule (Annexure B) accurately, noting that all quantities are estimates, and payment will be based on work completed.
