Submission Requirements and Deadlines
Bids close strictly at 12:00 on 20 April 2026. Sealed tenders, clearly endorsed with the tender number, must be deposited in the tender box at the Town House Complex, Plein Street, Stellenbosch. Late, faxed, or electronic submissions will not be considered.
Evaluation and Preference Points
Tenders are evaluated using an 80/20 preference point system:
- Price: 80 points
- B-BBEE status level: 10 points
- Locality (within Stellenbosch Municipality WC024): 10 points
Mandatory Compliance Criteria
- Registration on the Central Supplier Database (CSD)
- Valid tax compliance status from SARS
- Submission of three contactable references for similar contracts (minimum R35,000 per order) in the past three years
- Completion of all required MBD forms (MBD 4, 6.1, 8, 9, 10)
Technical Specifications and Samples
Products must comply with SABS standards (1887-2:2008 for toilet paper; 1887-4:2008 for towels). Samples may be requested within 48 hours for evaluation. Brand names and fixed unit prices (inclusive of VAT) must be indicated on the pricing schedule.
