The Department of Forestry, Fisheries and the Environment (DFFE) has issued Request for Quotation DFFEQ 429 CLEANING MATERIAL 2026 for the supply and delivery of cleaning materials and kitchenware for the annual Marion Island 2026 Relief Voyage. This urgent procurement targets qualified suppliers capable of delivering quality products to the V&A Waterfront, Cape Town, ahead of the SA Agulhas II’s scheduled departure.
Tender Overview and Purpose
The RFQ seeks a reliable partner to supply supplementary cleaning materials and kitchen hardware for the Marion Island expedition. The successful bidder will deliver all items to the East Pier Building, V&A Waterfront, Cape Town, 8001, before the vessel’s departure around 9 April 2026.
Product Specifications and Quantities
Bidders must quote for the following categories:
- Detergents and Cleaning Agents: Carpet freshener powder, dishwashing liquid, laundry soap, fabric softener, JIK, oven cleaner, glass cleaner, floor polish, air fresheners
- Kitchen Hardware and Crockery: Pot scourers, sponges, scrubbing brushes, dustpans, mops, buckets, window squeegees, water jugs, lunch boxes, sieves, tin openers, flasks
- Miscellaneous Items: Charcoal briquettes, firelighters, candles, gas lighters, toothpicks, skewers, kitchen swaps
All pricing must include VAT, delivery costs, and remain firm for the contract duration.
Mandatory Compliance Requirements
Proposals will be disqualified without:
- Valid Central Supplier Database (CSD) registration with MAAA number
- Completed and signed SBD4 (Bidder’s Disclosure) and SBD6.1 (Preference Points Claim Form)
- SANAS/CIPC-accredited B-BBEE certificate or sworn affidavit for specific goals claims
- Tax Compliance Status PIN or CSD report for SARS verification
- Company letterhead quotation with banking details and quotation validity period
Evaluation and Preference Point System
Quotations with a Rand value up to R1,000,000 will be assessed using the 80/20 preference point system:
- 80 points allocated for price competitiveness
- 20 points for specific goals including more than 50% ownership by Black people, women, or persons with disabilities
Submission Guidelines and Deadlines
Quotations must be emailed to acharlie@dffe.gov.za by 12:00 on Tuesday, 24 March 2026. Late submissions will not be considered. Prices must be quoted in South African Rand, inclusive of all applicable taxes and delivery to the prescribed destination. Quotations will be deemed valid for 90 days from the closing date unless otherwise stated.
