The Energy and Water Sector Education and Training Authority (EWSETA) invites qualified service providers to submit quotations for industrial deep cleaning services at Cape House under tender reference EWSETA/RFQ/093/2025-26. This six-month contract covers comprehensive deep cleaning of a 4,896m² office facility in Marshalltown, Johannesburg, ensuring a hygienic, safe, and professional working environment for staff and stakeholders.
Scope of Work and Technical Requirements
Bidders must deliver industrial-grade cleaning across multiple floor types and areas:
- Basement parking: Concrete floor pressure washing, oil mark and debris removal
- Office floors: Industrial carpet shampooing, spot stain removal, thorough vacuuming
- Tiled areas: Machine scrubbing, polishing, grout cleaning
- Glass partitioning: Full-height and low-level glass washing
- Balconies: Drainage unblocking, stagnant water removal, pressure cleaning
- Bathrooms, kitchens, staircases: Full sanitization and deep cleaning
- Rooftop areas: Debris removal and drainage maintenance
Critical Operational Conditions
Service providers must note that Cape House currently has no running water or electricity. Bidders must:
- Provide own water tanker (30,000 litres) and generator for power supply
- Supply all cleaning equipment, consumables, and SABS/SANS-approved chemicals
- Ensure staff wear appropriate PPE and display photo ID badges at all times
- Comply with Occupational Health and Safety Act 85 of 1993 requirements
- Maintain defective equipment repair/replacement within 12 hours of notification
Mandatory Compliance and Documentation
Responsive quotations must include:
- Valid COIDA certificate or recognized OHS body certification
- Proof of National Contract Cleaners Association (NCCA) membership
- Public Liability Insurance cover of minimum R1 million
- Certified CIPC registration and valid Central Supplier Database (CSD) report
- Valid SARS Tax Compliance Status PIN and B-BBEE certificate/SANAS affidavit
- Completed and signed SBD forms (1, 3.1, 4, 6.1) and POPIA consent documentation
Evaluation Framework and Scoring Criteria
Quotations undergo four-stage evaluation:
- Stage One: Mandatory requirements (automatic disqualification for non-compliance)
- Stage Two: Administrative compliance verification
- Stage Three: Functionality assessment (minimum 75/100 points required) covering reference letters (40pts), detailed project plan (40pts), and company profile (20pts)
- Stage Four: Price and preference points using 80/20 system with B-BBEE status level scoring
