South Cape TVET College invites qualified PPE suppliers to submit quotations under RFQ AB 12/2026 for the supply and delivery of personal protective equipment supporting the Renewable Energy Technologies Programme at Mossel Bay Campus. This Request for Quotation ensures engineering students and staff have access to compliant, high-quality safety gear essential for practical training and workplace readiness.

Product Specifications and Quality Standards

Bidders must supply durable, SABS-approved PPE meeting precise technical requirements:

  • Reflective polycotton overall jackets and pants (2-piece sets) in sizes 34-48
  • Maxeco Pro 8131 black safety boots and Boot Profit Bagheera black variants in sizes 2-12
  • Polycotton dust coats (3390 Grey) in Medium, Large and X-Large
  • All items must feature NCV ENGINEERING branding and college logo embroidery
  • Footwear must include 6-12 month warranty with annual servicing compliance

Mandatory Eligibility and Documentation Requirements

Only established PPE manufacturers or authorised suppliers will be considered. Responsive quotations must include:

  • Valid SARS Tax Compliance PIN or printed certificate
  • Latest municipal account or valid lease agreement (not older than three months)
  • Certified CIPC registration documents with shareholder breakdown
  • SANAS-accredited B-BBEE certificate or sworn affidavit
  • Proof of retail shop or manufacturer’s declaration letter for PPE certification
  • Current Central Supplier Database (CSD) registration report or MAAA number

Evaluation Framework and Preference Points

Quotations will be assessed using the 80/20 preference point system. Price accounts for 80 points, calculated relative to the lowest compliant quote. The remaining 20 points reward specific goals:

  • 10 points for enterprises located in the Garden Route area
  • 5 points for Western Cape-based suppliers outside Garden Route
  • 5 points for B-BBEE contribution levels

Bidders must submit completed SBD 6.1 forms with certified supporting documentation to claim preference points.

Delivery Logistics and Contract Performance

Successful suppliers must deliver all items to the Electronic Workshop (Room 18), Engineering Building, 20 Essenhout Street, Heiderand, Mossel Bay 6526 within three (3) working days during weekday hours (07:30-16:00). Delivery personnel must sign the site safety register. Items must fit correctly with timely size exchanges accommodated. All packaging must prevent damage during transit, and suppliers bear all risks until goods are received and acknowledged in writing.
