    Published on 5 March 2026, this RFQ invites qualified civil engineering contractors with a CIDB grading of 2CE or higher to execute precision pavement rehabilitation works in a live airside environment. The project supports ACSA’s commitment to maintaining ICAO-compliant infrastructure and minimising disruption to scheduled flights during essential maintenance windows.

    Scope of Work: Runway and Taxiway Rehabilitation

    The appointed contractor will be responsible for:

    • Full-depth asphalt patching of deteriorated sections on the runway and taxiways
    • Crack sealing using hot-applied polymer-modified sealant
    • Surface preparation, including milling, cleaning, and tack coat application
    • Quality assurance testing, including compaction and smoothness verification
    • Daily site restoration and strict adherence to airside safety protocols

    All work must comply with SANS 3001, ACSA Engineering Standards, and ICAO Annex 14. Contractors must coordinate closely with airport operations to schedule work during approved night closures or low-traffic periods.

    Mandatory Documentation and CIDB Requirements

    To be considered responsive, bidders must provide:

    • Valid CIDB certificate showing 2CE or higher grading
    • SARS Tax Compliance PIN or CSD registration confirmation
    • B-BBEE certificate or sworn affidavit
    • COIDA Letter of Good Standing
    • Three verifiable client references for similar airport or road rehabilitation projects (within last 5 years)
    • Fully completed Standard Bidding Documents (SBDs), including SBD 4 (Declaration of Interest)
    • Project plan detailing methodology, equipment, and safety management

    All pricing must be firm, inclusive of VAT, and valid for 120 days from the closing date.

    Evaluation Methodology and Preference Point Allocation

    This RFQ will be evaluated under the 80/20 Preferential Procurement System:

    • 80 points for competitively priced, compliant offers
    • 20 points for specific empowerment goals:
      • Black ownership
      • Women ownership
      • Youth ownership
      • Disability ownership
      • Local enterprise status (Northern Cape-based)

    Preference claims must be supported by certified documentation. Unverified claims receive zero points.

    ACSA reserves the right to conduct site capability assessments and may award the contract to multiple bidders if deemed operationally beneficial.
