The South African Forestry Company Limited (SAFCOL) has issued a Request for Quotation (RFQ) under reference number RFQ-TIM-204-2026 for the provision of labour and operational services at its Timbadola Sawmill, located between Louis Trichardt and Thohoyandou in Limpopo. The contract covers stacking, boiler feeding, broomstick (sticker) manufacturing, and value extraction plant operations for a period of one month, with potential for renewal based on performance. This is a strategic opportunity for labour brokers, SMMEs, and service providers with experience in forestry processing and industrial plant operations.
Scope of Work: Comprehensive Labour Support Across Key Mill Functions
The successful service provider will supply trained personnel for:
- Wetmill Stacking: 50 stackers across two shifts
- Boiler Feeding: 4 operators across four shifts
- Broomstick (Sticker) Manufacturing: Labour for Temba Timbers unit
- Value Extraction Plant (VEP): Full operational support team
- Transport: Weekly employee transport (Friday drop-off, Monday pickup)
All staff must be adequately trained, and accommodation is the bidder’s responsibility. SAFCOL will pay based on verified daily timesheets.
Mandatory Requirements and Documentation
To be considered, quotations must include:
- A formal quote on company letterhead with firm, VAT-inclusive wet rates per service
- Valid SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate (SANAS-accredited) or sworn affidavit for EME/QSE status
- Completed SAFCOL Supplier Code of Conduct declaration
- Proof of past experience in similar industrial or forestry operations
Quotations must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.
Evaluation Criteria: Functionality and 80/20 Preference System
Quotations will be assessed in three phases:
- Administrative Compliance: Verification of CSD, tax status, and documentation
- Mandatory Requirements: Confirmation of operational capacity and workforce plan
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability ownership, and locality within Limpopo
Only responsive, compliant, and qualified bidders will be considered.
