The National Lotteries Commission (NLC) has issued a Request for Quotation (RFQ) under reference number RFQ2026-002-015 for the provision of catering services during an Education and Awareness Workshop to be held on 6 March 2026 at the Bergville Sports Complex, Golf Road, Bergville, KwaZulu-Natal. The event will host 150 delegates, requiring pre-packed, nutritious lunch packs delivered on time. Submissions must be completed exclusively via the eTenders portal by 11:00 on Tuesday, 24 February 2026.

Event Overview: Community Engagement Through Responsible Catering
The workshop forms part of the NLC’s nationwide outreach to enhance transparency, promote responsible grant funding, and strengthen community understanding of its social investment mandate. The caterer will support this mission by providing hygienic, professionally packaged meals in a semi-rural setting with limited infrastructure.
Scope of Catering Services
The appointed service provider will deliver:
- 150 x pre-packed lunch packs, served at 12:00 PM, each containing:
- 2 starches: pap and dumpling/samp/rice
- Meat: 75 roasted chicken portions + 75 beef stew portions
- Side salads: coleslaw and beetroot
- Bottled water
- All food must be sealed, labelled, and transported in insulated containers
- Own cutlery, plates, tablecloths, cups, and serviettes must be provided
- Complete waste removal using refuse bags after service completion
- Delivery address: Bergville Sports Complex, Golf Road, Bergville, 3350
No on-site preparation or serving staff is required—only timely drop-off of complete meal packs.
Mandatory Submission Requirements
To be considered, quotations must include:
- A completed pricing schedule with firm, VAT-inclusive rates
- Valid SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Document 4 (SBD 4 – Declaration of Interest)
- Municipal certificate of acceptability for food premises
All documents must be uploaded in PDF format via the eTenders portal—no emails, faxes, or hard copies will be accepted.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership
Only complete, responsive, and compliant submissions will be evaluated.
