The Department of Forestry, Fisheries and the Environment (DFFE) has issued a Request for Quotation (RFQ) under reference number DFFEQ 360 CATERING PSJ for the supply of catering services during a three-day youth and contractor development event taking place from 3 to 5 March 2026 in Port St. Johns, Eastern Cape. The event will host approximately 100 participants, including 81 delegates and 19 officials, and requires professionally packaged, nutritious meals delivered on-site. The event forms part of DFFE’s mandate to build capacity among young entrepreneurs and emerging contractors in environmental management, fisheries, and forestry. Held in the coastal town of Port St. Johns, the programme includes workshops, networking sessions, and practical training—all requiring reliable, hygienic meal support in a semi-rural setting.
Scope of Catering Services
The appointed service provider will deliver:
- Pre-packed lunch boxes for 81 delegates each day (3 days), including:
- Starch (pap or rice)
- Protein (chicken and beef stew)
- Three types of vegetables
- One soft drink or juice per person
- Buffet-style lunch for 19 officials each day, including:
- Starch and hot vegetables
- Chicken and beef stew
- Green salad
- Soft drink or juice
- All food must be sealed, labelled, and transported in insulated containers
- Full waste removal using refuse bags after service completion
- Delivery address: Port St. Johns Town (exact venue to be confirmed closer to event date)
No on-site preparation or serving staff is required—only timely drop-off of complete meal packs.
Mandatory Submission Requirements
To be considered, quotations must include:
- A formal quote on company letterhead with firm, VAT-inclusive pricing
- Valid SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- CSD MAAA number clearly indicated on the quotation
Quotations must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership
Only complete, responsive, and compliant submissions will be evaluated.
