The Universal Service and Access Agency of South Africa (USAASA) has issued an open Request for Bid under reference number USAASA/INT/07/2025/26 for the appointment of a service provider to implement and host a full suite of enterprise-grade ICT services over a 36-month period. The scope includes SD-WAN network migration, dedicated internet connectivity, domain hosting, cybersecurity, VoIP telephony, and email archiving for USAASA’s head office in Midrand. Submissions must be delivered in hard copy and on USB by 11:00 on Friday, 13 March 2026, to the USAASA offices in Vorna Valley.
This is a strategic opportunity for Tier-1 ICT providers with proven experience in government network transformation and secure cloud infrastructure.
Scope of Work: End-to-End Digital Infrastructure Transformation
The successful service provider will deliver:
- SD-WAN implementation to replace legacy MPLS architecture, with QoS prioritisation for VoIP, ERP, and backup systems
- Dual 200 Mbps dedicated fibre internet links (primary and secondary) with 99.9% uptime SLA
- Hosted firewall and web filtering with site restriction capabilities aligned to USAASA policy
- Domain hosting and public IP allocation with DNS management
- VoIP telephony services, including SIP trunking and number porting
- Email archiving with unlimited retention, 100% spam/virus catch rate, and disaster recovery
- Business continuity support, including offsite replication and hot-seating during outages
All services must comply with POPIA, the Electronic Communications Act, and national cybersecurity standards.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Company registration documents and proof of professional indemnity insurance
- Abridged CVs of proposed technical team members
- Three (3) verifiable client references for similar government ICT projects
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
Submissions must include 1 original hard copy and 1 electronic copy (PDF on USB).
Evaluation Criteria: Functionality and 80/20 Preference System
Bids will be assessed in two stages:
- Functionality Review: Based on technical design, SLA compliance, disaster recovery plan, and past performance
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability ownership, and local presence
Only responsive, compliant, and qualified bidders will be considered.
