The Free State Provincial Treasury has issued an open Request for Bid under reference number FSPT002/25/26 for the appointment of service providers to deliver comprehensive catering services across five districts of the province for a period of thirty-six (36) months. The contract covers daily meals for officials in Bloemfontein, Welkom, Bethlehem, Phuthaditjhaba, and Sasolburg, with a strong emphasis on quality, cost containment, and compliance. Submissions must be hand-delivered by 11:00 on Friday, 6 March 2026, to the Treasury’s offices in Bloemfontein.
This is a strategic opportunity for experienced, accredited caterers to support provincial governance through reliable, nutritious meal provision.
Scope of Work: Multi-District Meal Provision with Standardised Menus
The successful bidder(s) will supply:
- Breakfast, lunch, and light refreshments for officials attending meetings, workshops, and training sessions
- Full adherence to standardised menus including starches, proteins, vegetables, salads, and beverages
- All necessary tableware, serviettes, and serving equipment
- Compliance with municipal health regulations and food safety standards
Caterers must bid for all menu items—partial bids or deviations from specifications will result in disqualification.
District Coverage and Local Preference
Services will be rendered across five key locations:
- Motheo District: Bloemfontein
- Lejweleputswa District: Welkom
- Thabo Mofutsanyana District: Bethlehem and Phuthaditjhaba
- Fezile Dabi District: Sasolburg
Bidders may indicate their preferred district(s), but the Treasury reserves the right to appoint one or more providers per location based on capacity, price, and locality.
Mandatory Requirements and Documentation
To be considered, bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Company profile and evidence of past experience in institutional or government catering
- Confirmation that all staff hold valid food handler certificates
All documents must be submitted in the original format provided—no retyped or altered forms will be accepted.
Evaluation Criteria: Functionality and 80/20 Preference System
Bids will be assessed using a two-stage process:
- Functionality Review: Based on menu compliance, operational plan, past performance, and cost-efficiency measures
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability ownership, and locality within the Free State
Only responsive, compliant, and qualified bidders will be considered for appointment.
