The Free State Department of Social Development has issued a Request for Quotation (RFQ) under reference number FSDSD RFQ 376/2025 for the appointment of an accredited service provider to deliver Financial Administration training (NQF Level 4) to 50 Community Nutritional Development Centre (CDNC) change agents across all five districts of the Free State. The training aims to strengthen the operational and financial sustainability of community-based nutrition initiatives. Submissions must be hand-delivered or emailed by 11:00 on Monday, 23 February 2026.
A non-compulsory virtual briefing session will be held on 18 February 2026 at 10:00 via Microsoft Teams.
Programme Objective: Building Sustainable Community Capacity
The training is designed to equip CDNC change agents—often volunteers or NPO staff—with essential financial management skills to improve record-keeping, budgeting, reporting, and compliance. This capacity-building intervention supports the long-term viability of community nutrition programmes that serve vulnerable households, children, and elderly residents across the province.
Scope of Work: Accredited Training Across Five Districts
The successful service provider will:
- Deliver an accredited NQF Level 4 Financial Administration course
- Train 50 participants in five locations:
- Bethlehem (Thabo-Mofutsanyana)
- Welkom (Lejweleputswa)
- Kroonstad (Fezile Dabi)
- Springfontein (Xhariep)
- Botshabelo (Mangaung Metro)
- Provide all training materials, assessments, and certification
- Ensure facilitators are SDF-accredited and experienced in adult learning
- Issue valid certificates of completion aligned with SAQA standards
All sessions must be interactive, practical, and tailored to the realities of rural and peri-urban NPO operations.
Mandatory Requirements and Accreditation
To be considered, quotations must include:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Accreditation with a Sector Education and Training Authority (SETA) for NQF Level 4 Financial Administration
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Company profile and three client references for similar public sector training
Incomplete or non-compliant submissions will be disqualified.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability ownership, and locality within the Free State
Only complete, responsive, and compliant submissions will be evaluated.
