uMngeni-uThukela Water has issued an open Request for Bid under reference number 2025/024 for the provision of comprehensive cleaning services across its Mkondeni Regional Office and South Central Workshops in Pietermaritzburg, KwaZulu-Natal, for a period of five (5) years. The contract covers daily cleaning of administrative offices, workshops, restrooms, and operational areas at five key sites, including Darvill, DV Harris, Howick, Midmar, and Spring Grove facilities. Submissions must be hand-delivered by 12:00 on Thursday, 12 March 2026, to the uMngeni-uThukela Water Head Office.
A non-compulsory briefing session will be held on 23 February 2026 at 11:00 at the Head Office in Pietermaritzburg.
Scope of Work: Multi-Site Institutional Cleaning
The successful service provider will deliver:
- Daily cleaning of offices, passages, restrooms, showers, smoking areas, and verandas
- Workshop sanitation, including waste areas and equipment zones
- Supply and replenishment of hygiene consumables (soap, toilet paper, bin liners, etc.)
- Provision of trained, uniformed staff compliant with the Bargaining Council for the Contract Cleaning Industry (BCCCI)
- Adherence to SHEQ standards, including annual medicals, safety training, and COIDA compliance
Services will be rendered across five locations in Msunduzi, uMngeni, and Mpofana Local Municipalities, with staffing levels adjusted per site requirements.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Proof of locality within Msunduzi, uMngeni, or Mpofana municipalities (via CIPC registration or municipal account)
- Valid COIDA Letter of Good Standing and BCCCI registration
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
Incomplete or non-compliant submissions will be disqualified.
Evaluation Criteria: Three-Stage Process with 80/20 Preference System
Bids will be assessed in three stages:
- Mandatory Compliance Check: Verification of all required documents
- Functionality Assessment: Based on methodology, staffing plan, SHEQ compliance, and past performance (minimum 70 points required to proceed)
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals (Black ownership, women/youth/disability inclusion, and locality within targeted municipalities)
Priority will be given to locally based cooperatives and SMMEs.
