The Stellenbosch Municipality in the Western Cape has issued an open Request for Bid under reference number BSM 47/26 for the supply, delivery, and offloading of refuse bags to support municipal waste management operations until 30 June 2029. The contract covers a range of high-density plastic bags in multiple colours and thicknesses, with deliveries made on an “as and when required” basis to the Beltana Depot in Helshoogte Road, Stellenbosch. Submissions must be hand-delivered in hard copy by 12:00 on Monday, 2 March 2026, to the Municipal offices in Stellenbosch.
This is a strategic, long-term opportunity for packaging suppliers with proven capacity in municipal waste solutions.
Scope of Supply: Durable, Branded Refuse Bags
The successful bidder will supply:
- 40-micron black, blue, and green refuse bags
- 25-micron clear (transparent) refuse bags
All bags must be printed with the Stellenbosch Municipality logo and contact details in white text (70mm x 50mm), except for clear bags. Products must be new, unused, SABS-compliant, and suitable for municipal solid waste collection.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Proof of locality within the Stellenbosch municipal area (WC024) – via municipal account, lease agreement, or sworn affidavit
- Completed Standard Bidding Documents: MBD 4 (Declaration of Interest) and MBD 6.1 (Preference Points Claim)
- Sample bags may be requested during evaluation
Incomplete or non-compliant submissions will be disqualified.
Evaluation Criteria: 80/20 Preferential Procurement System
Bids will be scored using the 80/20 system:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 10 points: B-BBEE status level
- 10 points: Business located within Stellenbosch Municipality (WC024)
Only complete, responsive, and compliant bids will be evaluated.
